Jeffrey Ian Ross, professor of criminal justice in the University of Baltimore's College of Public Affairs, tells WYPR that there are advantages and disadvantages built in to the state's Law Enforcement Officers' Bill of Rights.
While it is helpful for a police officer to take the law's 10-day "cooling off" period to re-examine what happened during an arrest or other incident that has sparked controversy, Ross said, this length of time can be frustrating to investigators who are seeking to uncover the truth while it is still fresh in the minds of all who were involved.
"We can get by with half the amount of time; certainly 24 hours is better," Ross said.
