 It's Benefits Open Enrollment 2013 - Short Plan Year: July 1, 2013 - December 31, 2013

Open Enrollment is your opportunity to enroll in the benefit plans offered by the State of Maryland or to make changes to your current benefit coverage elections. Open Enrollment packets will be distributed to departments by April 4, 2013. Please review your enrollment packet carefully!

Note: If you want to keep your flexible spending account(s), you must re-enroll. If you are not making changes to any other benefits no action is required. All benefits, except flexible spending, will roll over if you do not call the Interactive Voice Response system (IVR).

Changes for 2013

What's NewTwo Open Enrollments in 2013: Spring and Fall

  • The Maryland State Employee and Retiree Health and Welfare Benefits Program is switching to a calendar year plan year starting January 1, 2014. In order to make this switch, there will be a short plan year covering July 1, 2013 to December 31, 2013. There will then be a second Open Enrollment this fall for the new calendar year plan that begins January 1, 2014.   

  • Flexible Spending Account maximum elections reduced for the short plan year

    The maximum allowed for Healthcare FSA is $1250; the maximum allowed for Dependent Care FSA is $2500.

  • New Life and AD&D Carrier

    Minnesota Life Insurance Company is the new group term life insurance and accidental death and dismemberment (AD&D) carrier effectively July 1, 2013. You do not need to anything unless you want to change your current coverage.

  • Women's Preventive Healthcare Enhancements

    There are several enhancements to women's preventive services due to healthcare reform. Services must be received from an in-network provider.

  • Tobacco Cessation

    The generic form of Zyban, also known as Bupropion, which is used as a tobacco cessation intervention will be covered by the prescription drug plan with no copay.

  • Same Sex Domestic Partner Coverage

    Due to changes in the marriage laws, currently enrolled same sex domestic partners and their dependent children will be covered through December 31, 2013. In order to continue coverage beyond December 31, 2013, couple must be legally married.

  • Summary of Benefits and Coverage (SBC)

    Carriers are required to provide SBC for each plan type an coverage level and these are available on the Employee Benefits Division website.

  • Rate Changes (Dollar and Percentage)

    Attached is the spreadsheet for the dollar and percentage changes to the rates.
