Commuter Choice Program


  • How do I sign up for the program?
    • Complete the employee pre-tax salary deduction authorization form to enroll in the program.  
    • Monthly passes/vouchers will be delivered to UB for your pick up. Participants are contacted with the location and delivery dates. If you request that your pass be mailed, UB is not responsible if you do not receive it nor will you be reimbursed. It is recommended that you pick up the pass each month.
  • What does the payroll deduction get me?

    • Your payroll deduction buys you a transit pass or MARC voucher, good for the entire month based on the type of pass selected. Each monthly pass/voucher will be paid for one month in advance through payroll deduction (half of the monthly cost is deducted twice per month).

  • How long do I have to be in the program and when can I cancel?

    • The program requires a minimum commitment of two consecutive calendar months (4 biweekly deductions).
    • If you want to cancel your deduction, you need do so before the last pay day of each month. If you cancel, you will be eligible to enroll again after 60 days. You must submit the employee pre-tax salary deduction authorization form to make a change or cancel your participation.
    • Cancellations are processed monthly because passes/voucher costs require two deductions from your paycheck. If you wish to cancel your participation, you must submit an updated form before the third week of the month. Because passes/vouchers are pre-paid, you will receive one more pass/voucher, after you cancel.
  • How much and how often will the cost be deducted from my check?

    • Each payroll deduction amount is one-half of the monthly cost of the selected pass or voucher. Because the deduction occurs before taxes are calculated, the net effect is a lower cost depending on your tax rate. The payroll deductions occur two times per month in order to purchase a pass for the following month.
    • You can determine your cost by subtracting your tax rate from 1, and then multiplying it by the cost of the pass/voucher you selected. The following formula can be used:

    (1 - tax rate) X cost of pass

    • Your tax rate can be calculated from your pay stub. Add your state and federal income taxes only. Divide that number by your total income and it will give you the tax rate.
    • Below is an example of the true cost of the MTA transit passes with assumptions about your tax rate.

  • Can I put my participation on hold for winter break?

    No. Because of the structure of the program, those wishing to cancel then re-enroll must wait 60 days before re-enrolling.
  • Can I use the MARC voucher on the bus/metro/light rail or vice versa?

    No. MTA does not use the same payment methods across all services. Please contact MTA for information on where passes and vouchers are accepted.

  • How does a MARC voucher work?

    A MARC voucher is accepted as a form of payment for a MARC ticket. Please refer to the MARC fares page for additional information and contact MTA with any questions.
