The Jacob France Institute of the Merrick School of Business at the University of Baltimore is seeking a new Director. The position reports to the Dean of the Merrick School of Business.
The Jacob France Institute serves as a leading source of high quality statistical information and research covering the interaction of business, worker, and government investment decisions. Analysis of trends in the location and quality of employment, along with continued education, and training opportunities and outcomes are of particular importance in our current portfolio of research.
Job Summary:
The director serves as the CEO/COO responsible for leadership of a team of 12+ FTE’s that conduct a broad portfolio of research, evaluation and technical assistance projects supported by an annual budget of more than $2 million received from a diverse pool of federal, state and local government agencies, philanthropic organizations and community-based entities. Actively participates as a member of ‘fluid’ research teams formed in response to dynamic project-specific opportunities that align with the Director’s interests, qualifications and overall Institute priorities. Understands unique requirements associated with management, oversight and use of both open and confidential administrative data sources received from multiple federal, state and local government agencies, community-based-organizations, and businesses. Contributes to the successful engagement of to-be-appointed Academic Advisory Council members serving in a new capacity to broaden and deepen both campus faculty and external stakeholder involvement in promotion of the Institute’s business model. Optional participation in the Merrick School of Business’ instructional offerings, if there is an appropriate alignment of interest and need.
Key Responsibilities:
• Sets the vision and direction, and personally leads in generating revenue growth that will enable the Institute to be a nationally recognized resource on labor economics, real estate and economic development.
• Manages faculty and non-faculty staff members participating in Institute research/evaluation and technical assistance projects.
• Builds, monitors and adjusts Institute budgets that are responsive to the requirements of diverse funding entities, timing of project start-up/end and modification, and internal Merrick School of Business and campus reporting cycles.
• Communicates with current external sponsor organizations and reaches out to potential new sponsors of Institute initiatives. Pursues external funding for initiatives that align well with the Institute’s current assets and potential to expand into new territory (new topics and/or new researchers).
• Establishes and manages a strategic plan for how communication with on-campus and external stakeholders will be conducted. Some current Institute team members have established ‘professional footprints’ across campus and externally that comprise a strong starting point for designing and carrying out the new strategic plan. There is ample room for refinement to serve the Institute’s future vision and supporting action strategies.
• Engages in a personal research agenda, including attraction of new funding to support this portfolio. Instructional opportunities are possible.
Required Education and Experience
Education: Ph.D. in research, business and/or related discipline or field to the position’s responsibilities.
Experience: At least ten years of experience managing research teams and growth of personal sponsored research portfolio through a university affiliation.
Preferred Education and Experience
Education: Ph.D. in economics, workforce or community development
Experience: Broad in-depth understanding of and prior engagement with Maryland and mid-Atlantic region business, local and state government, and philanthropic organizations and their respective leadership team members. Experience in preparing economic and fiscal impact analyses using appropriate topic-specific and relevant methodologies. Experience in workforce development research, evaluation and planning studies conducted at multiple jurisdictional levels. Experience in successful proposal submissions targeted to varied potential sponsors and scope of work topics. Successful communication with regional print and electronic media. Successful presentation of research findings in local, regional and national forums. Documented consultancies are preferred as a source of continued learning.
Required Knowledge, Skills and Abilities
IMPLAN economic impact modeling software. SAS analytics and business intelligence software. Oracle PeopleSoft experience preferred.
