The University of Baltimore seeks a highly motivated, results driven professional, to serve as the Assistant Comptroller. The successful candidate will possess strong analytical abilities which enables him/her to evaluate processes and recommend changes which improve efficiencies yet maintains the integrity of the financial system. The position assists the Comptroller with the daily management of the accounting operations and collaborates across the institution to meet broad operational and strategic objectives.
Key responsibilities are:
• Ensure the accurate and timely processing of accounting transactions in compliance with Federal, State of Maryland and USM policies, regulations and generally accepted accounting principles. Specific oversight includes reconciliation of general ledger and profit and loss accounts, Perkins loan reconciliations, review/analysis of bank and credit card fees, prepare and validate federal draw downs, facilitate the monthly close, approve disbursements for payment, track and review fixed asset balances, review and recommend actions related to working fund requests, oversee and manage the item type and mapping process to ensure appropriate propriety of student account transactions, review deposits for accuracy prior to posting, review and approve procurement card reconciliations.
• Extract, develop and analyze data from institutional databases, systems and tools to satisfy internal and external requests, financial analyses and reports. Foster the use of information systems and technology to maximize efficiencies and effectiveness of data in decision-making. Recommend emerging information technology solutions and training in support of fiscal business intelligence. Assist in the preparation of forecasts, projects and financial analysis to support the management of institutional finances in consultation with the Comptroller and the University Budget Office team. Assist in the preparation, analysis, and review of various financial reports and schedules.
• Serve as subject knowledge expert for Board of Regents policies and effective internal controls to prevent misappropriation of assets and audit exposure. Take the initiative to learn best practices in higher education and to recommend fiscal policies and controls which maximize efficiencies and adherence to regulations. Develop and provide training to improve institutional wide fiscal stewardship, responsibility and accountability.
• Assist in the facilitation and coordination of internal and external audit fieldwork across the institution. Perform internal audits and reviews as needed.
Required Minimum Qualifications
Education: Bachelor's degree in Accounting, Finance, Business, or Economics.
Experience: At least five years of related accounting experience, with three years of progressive management and direct supervisory experience in a financial/business setting within a college/university or comparable organization. Demonstrated ability to think strategically and analytically to apply financial tools in the analysis of data is essential. Proven familiarity working with an ERP/integrated technology, including data extraction and presentation of data in a format suitable for executive decision making. Solid background knowledge of Generally Accepted Accounting Principles. Strong oral/written communication skills and the ability to perform with a high degree of diplomacy, confidentiality and professionalism. Ability to work independently to meet departmental and institutional objectives and maintain effective working relationships.
Preferred Qualifications
Education: MBA or master’s degree in accounting, finance or information systems and/or CPA.
Experience: Public higher education or public accounting experience is a plus. Demonstrated ability developing and evaluating professional staff, working with PeopleSoft Finance, Student Finance and/or Human Capital Management and/ State of Maryland software is very applicable.
