Note: Position is grant-funded through September 30, 2016 with expected annual renewals thereafter, but renewals are contingent on the availability of grant funds. Position requires the ability to work a flexible schedule with some evening and weekend travel.

The University of Baltimore is seeking a Section Chief for the Law Enforcement Services Section (LES) at the Maryland Highway Safety Office (MHSO), a division of the Maryland Motor Vehicle Administration. The LES is responsible for four law enforcement liaisons in four regions of Maryland. The LES Section Chief accomplishes this goal by developing key relationships with all levels of law enforcement, ensuring active engagement and collaboration between the MHSO and the law enforcement community, overseeing MHSO’s law enforcement projects and grants, promoting and coordinating participation in MHSO’s high visibility enforcement (HVE) waves, recruiting, coordinating and delivering training and ensuring alignment of law enforcement priorities with Maryland’s Strategic Highway Safety Plan. The position serves as part of the MHSO’s management team and reports directly to the Deputy Chief of the MHSO.
Key Responsibilities
Manages the activities of the Law Enforcement Services Section including:
• Provides staff supervision to the Law Enforcement Services Section
• Approves payroll, monthly expense reports, leave, and annual performance evaluations
• Establishes priorities, coordinates activities, provides guidance and directs and staff in the development of programs
• Monitors section activities and grants to ensure the team is operating effectively and efficiently
• Establishes policies and procedures relating to the LES Section
• Participates in program strategic planning and budgeting of highway safety grant funds and works to forecast and prioritize programs based on availability of funds and problem identification
• Conducts monitoring and evaluation of grant related programs, and productivity to determine if they are impacting the problem areas identified
Provides subject matter expertise, training and technical assistance on a broad array of highway safety product knowledge to the law enforcement community, MHSO staff and safety stakeholders within the State, including coordination with the office’s Highway Safety Plan and Maryland’s Strategic Highway Safety Plan including:
• Establishes priorities, coordinates activities, provides guidance and directs staff in the development of policies and procedures
• Oversees all law enforcement related strategies and activities and coordinates with appropriate personnel to ensure products, trainings, messages and oversight are in line with LEA’s practices
• Works to identify and assess gaps in law enforcement education, training, data and strategies and addresses those gaps through development of programs
• Develops a long term, traffic safety enforcement plan that positively impacts fatalities and injuries.
• Oversees the office’s Strategic Highway Safety Plan and Highway Safety Plan development, implementation and evaluation as it relates to Law Enforcement related activities
• Serves on the MHSO Management Team.
Conducts marketing, public relations and new partnerships through the promotion and support of highway safety programs, events and materials as it relates to law enforcement and highway safety including:
• Conducts networking and relationship building with Maryland’s top level law enforcement officials, command staff, mid-level supervisors and patrol officers as well as law enforcement associations such as the Maryland Chief’s, Maryland Sheriff’s and Maryland Municipal Police Chief’s Associations.
• Develops presentations, attends meetings at all levels working to identify highway safety champions and working to ensure the traffic enforcement culture follows best practice models in each agency
• Seeks to develop traditional and non-traditional highway safety law enforcement partners
• Serves as a manager who helps to identify workflow process challenges and identifies internal and external solutions
• Represents the agency/office at meetings and conferences and serves as a liaison with federal, state and local agencies
• Responds to inquiries from the public, the media and public officials concerning highway safety issues
Directs and manages special projects as assigned by the MHSO Chief and Deputy Chief.
Minimum Required Qualifications
Education: Bachelor’s Degree in Law Enforcement, Public Administration or related field
Experience: Five years of experience as a law enforcement officer and at least 2 years of experience as a law enforcement supervisor. Must have and maintain a valid driver’s license.
Preferred Qualifications
Preferred Education: Current MPCTC Certification preferred or certified within the last three years.
Preferred Experience: Knowledge of highway safety and traffic law enforcement issues with at least two years of experience working with traffic safety programs and campaigns. Knowledge of project development, research methods, data collection and interpretation.
Knowledge, Skills and Abilities
• Basic capabilities in a PC environment.
• Proficient with word processing, database management and spreadsheet software.
• A positive, outgoing and highly motivated personality
• Strong organizational skills with the ability to track and accomplish multiple tasks simultaneously,
• Excellent time management skills;
• Strong oral, presentation and written communication skills.
• A deep understanding and commitment to traffic safety and its programs and issues and skilled in police methods, practices and procedures.
• Demonstrated ability to use good judgment.
• Ability to travel throughout the state.
• License
A valid driver’s license is required and must be maintained.
