Reporting to the Sr. Associate HR Director, the Benefits Administrator provides employee counseling, administration, coordination and regulatory reporting for the myriad of federal, state, USM and UB benefit and retirement programs including but not limited to: State of Maryland health benefits, pension retirement program, Optional Retirement Programs (ORP), deferred compensation programs, Family Medical Leave and other extended leave eligibility and monitoring, Affordable Care Act benefit eligibility and reporting, USM Tuition Remission benefits, State Disability filings and benefit plan coordination. Serves in a liaison relationship between UB and the State of Maryland Employee Benefits Division (EBD), University of System Maryland offices, and State Retirement. Successful and caring incumbent provides outstanding customer service throughout the lifecycle of employment. Provides Notary Public services.
Specific duties include:
Provide day-to-day administration of group benefit programs including group health, dental, vision, life insurance, flexible spending plan and other various fringe benefit plans. Counsel employees on benefits availability, enrollment; update and provide information with regard to other institutional benefit plans. Assists in the orientation of new employees to staff benefits and personnel policies. Counsel employees regarding leave of absence. Participate in the review and evaluation of non-routine or more difficult policy interpretations, personnel action forms, or employee work related problems. Advise employees exiting the university on benefit impact.
Provides counsel and assistance to employees electing to retire. Coordinates with State Retirement, ORP vendors and EBD to ensure timely processing of retirement applications. Processes optional retirement and tax sheltered annuity transactions involving calculation of maximum exclusion allowances and maintenance of such programs. Coordinates campus visits of vendors to provide 1-1 counseling to employees. Communicates state retirement training events.
Liaison with the State of Maryland Department of Benefits Management (DBM), University of System Maryland offices, and Maryland State Retirement. Proactively participate in the USM Benefits Administrator/Coordinator cohort/work group. Provide consultation to UB leadership regarding benefits related circumstances impacting UB employees.
Maintain employee and retiree benefits files on an ongoing basis. Coordinate the gathering and reporting of statistical data for annual reports and special studies. Assists with the reconciliation processes within the Benefits department and interfaces with external agencies to resolve billing/payment anomalies. Performs PeopleSoft table administration supporting the benefits modules, including open enrollment activities, ongoing reporting requirements and authoring audit reports for integrity of benefit data.
Develop communication tools to enhance employee understanding, use and appreciation of benefit programs. Coordinate annual Benefits Open Enrollment Fair ensuring vendor participation and event marketing to the UB community. Administer the UB’s participation in USM’s Tuition remission program, verifying eligibility and processing requests according to procedures and policy.
Required qualifications include:
Baccalaureate degree in Business Administration, Counseling, Human Resources, Public Administration or related field that contributes to the incumbent’s performance success in the role, and three years of progressively responsible, professional-level experience in employment benefits and/or human resources administration.
Preferred qualifications include administering benefits in a higher education institution or large non-profit/State funded organization. Familiarity with State of Maryland benefit and retirement programs.
Knowledge, Skills and Abilities include:
Demonstrated knowledge of benefit and retirement programs including premiums and group coverage. Have practitioner-level knowledge of federal and state regulations related to benefit and leave programs (ERISA, FMLA, ADA, ACA, etc.) Have knowledge of payroll, and data processing. Demonstrated strong problem solving, communications and presentation skills. Well organized and confident, able to work independently but also a strong team player. Must possess strong customer service skills and the ability to maintain confidentiality. Knowledge of human resources procedures. Strong organizational, time and project management skills. Ability to perform varied and responsible assignments involving the use of initiative and independent judgment. Able to maintain current and successive Notary Public appointments. Preferred: Knowledge of the University of Baltimore employee benefits program and administrative procedures. Knowledge of UB payroll processes.
