The opioid epidemic is a national crisis demanding more resources from public health and safety agencies developing plans and partnerships to reduce the number of opioid related overdoses and deaths. The Heroin Coordinator Program is a significant part of that strategy, designed to leverage state funding for positions across Maryland to better track drug investigations, drug seizures, drug arrests, heroin and opioid overdoses, and other drug-related investigative activities into HIDTA databases. This position serves as the primary coordinators entity between the HIDTA and the county level heroin coordinators to promote greater use of the databases and coordinate data analysis to support the intelligence cycle. Serves as the statewide interface between law enforcement and public health entities, managing the data and performance measures of the Maryland Heroin Coordinator Program. Supports the national Heroin Response Strategy, a twenty state program designed to integrate efforts between public health and safety to reduce heroin and opioid dependency and trafficking. Responsible for disseminating nationally recognized best practices in Maryland and supporting analysis and tracking of all drug related data for the state, by providing centralization, coordination and facilitation of multi-agency activities; planning and evaluating programs; establishing and leading stakeholder meetings; collecting, analyzing and synthesizing data; and drafting comprehensive reports related to the Heroin Coordinators program. Interfaces with public health and safety officials at the state and local level, county heroin coordinators, national heroin response strategy staff, and the National HIDTA program through the White House Office of National Drug Control Policy.
Key Functions/Responsibilities/Tasks:
1. Intelligence Support - Prepare intelligence reports, bulletins and specialized reports dealing with criminal organizations, drug trends and patterns, and potential officer safety, public health or drug policy concerns. Identify and develop undocumented areas of investigations and identify leads for follow-up criminal investigations and public health actions. Collect, organize and analyze large amounts of public health data, law enforcement information, and criminal intelligence. Integrate various software/databases to facilitate the intelligence analysis process. Prepare graphs, charts, and other illustrative reports for visual presentation of data.
2. Identify and research intelligence needs/trends/patterns related to drug and heroin use.
Prepare intelligence reports, bulletins and other specialized reports dealing with criminal organizations, drug trends and patters, and potential officer safety concerns. Assist in identifying statewide intelligence needs.
3. Plans and evaluates programs, including the analysis and evaluations of current trends and best practices, and the existing strategies within the state to enhance the response to the opioid crisis. Applies managerial principles to the development, management, and direction of services systems, public health programs or cross-functional assignments. Reviews, analyzes, and makes recommendations to revise or replace programs, policies and procedures based on outcomes, changes to goals and objectives, or in response to funding or legislative concerns. Interacts with senior level officials within the state to support and implement policy recommendations to reduce the rate of opioid and heroin related overdoses and deaths.
4. Evaluate data entered into Case Explorer and CAP and develop county level participation strategies and goals. Work to ensure 100% participation at the County Level. Develop reports indicating system use and recommend strategies for full implementation statewide.
Provide training sessions and demonstrations of the Case Explorer and CAP system to the heroin coordinators and local law enforcement agencies. Work with HIDTA training and IT staff to improve training materials and protocol for dissemination statewide.
5. Participate in monthly heroin coordinators roundtable meeting at the HIDTA to share information, trends, and best practices. Respond to 100% of requests for analytical support from the Heroin Coordinators.
6. Report outcomes related to drug investigations, drug seizures, drug arrests, suspected heroin and opioid overdoses, and other drug-related investigative actives statewide from Case Explorer.
7. Promote the use of the Overdose Detection Mapping Application Program (ODMAP), a real time surveillance tool developed by W/B HIDTA for overdose reporting and analysis. Provide training and demonstrations on the use of the ODForm for ODMAP and Case Explorer - this is a mobile data entry vehicle for overdose related information.
8. Develops and writes grants related to opioid reductions strategies. Interfaces with statewide public health and safety network to identify best practices and coalitions for grant applications.
Education:
Baccalaureate degree in Criminal Justice, Public Health, Public Administration, or other related field/discipline that contributes to the incumbent’s success is required. Master’s degree in Public Health, Public Administration, or other related field/discipline is preferred.
Experience:
Three years progressive experience in project or program administration in government, public health or substance abuse treatment/prevention field is required. Five years of experience in a public health field overseeing program development/management. Experience in policy development and implementation is preferred.
Required Knowledge, Skills and Abilities:
Experience performing data analysis, developing reports, reporting and presenting data, policy recommendations, etc. Knowledge of opioid and substance abuse threats. Knowledge of the public health and substance abuse field. Demonstrated skill in developing reports and making policy recommendations. Demonstrated skills in project management, data analysis and ability to review data and make formal recommendations. Knowledge of and ability to use MS Office and analytical tools. Demonstrated skill in developing and providing formal presentations. Demonstrated communication skills including oral, electronic and writing abilities. Ability to form, maintain and leverage working partnerships with government agencies on health policy. Ability to network with organizations and professionals in related fields.
** Due to the nature of work, analyst may be required to pass a drug screening test and must possess or obtain a government-issued security clearance and pass a criminal background check.
** Employee may be required to work outside of normal duty hours during significant or special events and during crises or high-level investigations related to terrorism or criminal activities.
