The Opioid Intervention Team Manager and Analyst is responsible for overseeing the Opioid Operation Command Center’s (OOCC) management of information and policies for local partners in order to improve and enhance opioid-related efforts throughout Maryland. The position will drive information sharing from OOCC and the Governor’s office to analysts and key staff members statewide regarding coordinated strategies to address the opioid threat, including the analysis and collection of key data points to support the development of policy and recommendations. The position will manage the state’s policies related to planning, data sharing, data and information dissemination for opioid related data form the OOCC and OIT partner agencies. The position will manage the portfolio of Maryland jurisdictions overseeing health officer data information sharing with the state and make recommendations to the OOCC leadership team and the Governor’s office to support the overall mission of the OOCC related to local OIT efforts. The position will work with staff/analysts from the Center for Drug Policy and Enforcement (CDPE) to gain knowledge and access to critical data systems related to drugs and public health priorities. The position reports directly to the Deputy Director/Chief of Staff for the Center for Drug Policy and Enforcement and fulfills the duties required by the Chief of Planning (Maryland Emergency Management Agency) and Deputy Director for the Opioid Operations Command Center (OOCC).

Key Functions and Responsibilities:
Manage the Opioid Intervention Team (OIT) program.
• Oversee information sharing from the OOCC leadership team to the local OIT Coordinators.
• Develop policy recommendations for the OOCC related to the OIT mission.
• Develop relationships with local health offices and facilitate key information and data sharing practices.
• Perform a needs analysis of critical response models throughout the state and facilitate policy activities to address programmatic issues.
• Develop reports for key staff in the Governor’s office to develop public and behavioral health response models.
Manage relationship with local partners to support OOCC and OIT programmatic activities and goals.
• Support the Deputy Director and Director of OOCC to convene meetings, share information, and coordinate strategies related to the goals of OOCC with partner agencies throughout Maryland.
• Meet with various stakeholders representing public health and public safety to coordinate statewide efforts related to the opioid crisis
• Develop reports, information bulletins, and white papers related to OOCC goals, objectives, and priorities.
• Support communications and information sharing through traditional modes as well as social media.
Support the OOCC in meeting OIT grant submission goals and objectives.
• Work directly with OIT partners to develop comprehensive strategies to address the opioid crisis.
• Support partners to leverage data and develop outcomes designed to address critical needs within public health and safety.
• Support the development of successful performance measures supported by the overall goals of the OOCC.
• Oversee and monitor OIT funded partners to ensure successful outcomes and performance measures.
• Provide technical assistance to partners.
Conduct regional meetings, preparedness education and training opportunities with OIT partners.
• Survey the needs of local partners to address critical training needs and skill gaps.
• Work with the CDPE to develop programs to support training needs.
• Support the OOCC Director and Deputy Director in coordinating resources to support training and education opportunities.
• Provide primary logistical support for regional meetings and information sharing sessions.
• Participate in, lead, or support conferences or training session on opioid related issues and response protocols.
Manage the analysis of OIT Situation Reports for program leadership and communication
• Analyze data and reports related to the opioid crisis and OIT partner programs and outcomes
• Develop Situation Reports and Intelligence reports
• Present outcomes and report at regional and statewide meetings
• Develop presentations and analytical products for leadership to communication trends and outcomes specific to the work of OIT, OOCC, and opioid related matters
** SECURITY CLEARANCE/BACKGROUND IS REQUIRED FOR THIS POSITION.
** Employee may be required to work outside of normal duty hours during significant or special events and during crises or high-level investigations related to terrorism or criminal activities.
Required Qualifications
Education: BA in public health, government, or public safety field required; Master’s Degree in public health or safety field preferred.
Experience: 5+ years in government related or public health operations required.
Preferred Education: Master's degree in public health or safety field
Required Knowledge, Skills and Abilities
• Understanding of public health and public health responses
• Experience and knowledge of demand and harm reduction strategies
• Experience using analytical tools
