Reporting to the Associate Director for Employee and Labor Relations, the Senior Employee Relations Specialist will receive and investigate complaints related to matters of Title IX, Title VII, ADA, EEO and other compliance related allegations. Provides guidance to managers and employees on counseling, discipline, performance management, policy interpretation and other employee relations matters. Maintains, updates and creates policies in accordance with federal, state, USM and UB regulations. Essential functions include:
Receives and investigates complaints related to Title IX, Title VII, ADA, EEO, and equity/compliance matters. Creates an investigation plan, provides parties with information about the process and their rights, gathers evidence, conducts interviews, and drafts written findings and reports. Consults with the Associate Director, AVP, and the AG’s Office as needed. Tracks complaints and produces internal and external reports.
Provides guidance to managers, employees, and students, where applicable, on a wide range of issues including employee counseling, performance management, and policy interpretation. Ensures effective representation of the University at hearings and other administrative processes involved with labor relations, unemployment, and related matters.
Maintains, updates and creates policies and procedures. Conducts policy audit, identifies gaps in policies, and creates new policy documents. Works with campus policy committee and shared governance groups to move policies from draft to approval and implementation.
In partnership with Associate Director for Training & Development, identifies training needs that stem from employee relations issues. Assists in the development of training content and delivers content as appropriate
Supports employee retention through engagement and recognition activities. Participates in campus-wide committees, identifies opportunities for recognition, supports existing recognition events and activities, and assists in development and implementation of employee engagement surveys.
Required Education and Experience:
Bachelor’s degree in Human Resources, Psychology, Business, or related field and four years of experience in employee relations and compliance investigation. Master's degree and experience in higher education environment preferred.
Knowledge, Skills and Abilities:
Excellent judgment with the ability to manage highly sensitive and confidential information. Working knowledge of principles and practices in the areas of conducting investigations, equal opportunity, harassment and discrimination, conflict resolution, problem solving techniques, interviewing, and data collection. Exceptional critical thinking skills demonstrated by the ability to analyze information, evaluate results, and facilitate resolution of difficult challenges, including the ability to handle issues of complex and extreme confidentiality and sensitivity. Skill in writing concise, logical analytical reports to convey complex issues. Ability to read and interpret complex legal documents to evaluate their impact on University policy and procedures. Ability to establish and maintain professional and productive working relationships with staff at all levels at the University. Working knowledge of current federal and state civil rights, affirmative action, equal employment opportunity, ADAAA, and nondiscrimination laws; and compliance regulations including, but not limited to, Title VI, Title VII and Title IX. Demonstrated experience in developing and delivering outreach materials, programs and/or presentations.
