The Schaefer Center for Public Policy at the University of Baltimore College of Public Affairs is seeking a public policy professional with an entrepreneurial spirit and a passion for applied policy research to join our team. The Schaefer Center is an applied research division in the University of Baltimore’s College of Public Affairs – Maryland’s only college dedicated to public service. The Center has a 30 year history as one of Maryland’s preeminent applied research centers. Our work includes program evaluation, policy analysis, management consulting, opinion research, and professional development for state, local, and nonprofit clients. The Associate Director for Research will be responsible for generating revenue growth that will enable the Center to be a nationally/regionally recognized resource for applied public policy research and professional development. The incumbent will be responsible for the leadership of teams that conduct a broad portfolio of policy research, program evaluation and technical assistance projects supported by an annual budget of approximately $2 million received from a diverse pool of federal, state and local government agencies, philanthropic organizations and community-based entities. The Associate Director will actively participate as a member of flexible research teams formed in response to dynamic project-specific opportunities that align with the incumbent’s interests, qualifications and overall Center priorities.
Required Education and Experience:
Ten years of experience managing research teams and growth of personal sponsored research portfolio through a university affiliation.
Master’s degree in public administration, public policy, behavioral or social science, evaluation and/or related discipline or field to the position’s responsibilities.
Demonstrated experience securing and leading applied, funded research initiatives with in the public sector (federal, state, local, and /or non-profit organizations.) Demonstrated skills in working with research professionals and related agency personnel. Financial acuity; effectiveness in securing and managing resources. Strong operational and project management focus. Effective at networking and building communities. Excellent interpersonal and oral, electronic and written communications. Ability to make independent judgments and act accordingly. Demonstrated success at growing and sustaining an organization. Demonstrated ability to effectively collaborate with multiple constituents. Ability to establish and grow relationships with potential clients and partners, representatives, Center staff, researchers, faculty and students.
Preferred Education and Experience
Doctoral degree in public policy or public administration, behavioral or social science, evaluation, quantitative methods or related field.
Broad in-depth understanding of and prior engagement with federal, state, local, nonprofit, and philanthropic organizations in the Maryland and/or Mid-Atlantic region. Experience in conducting applied public policy research and providing technical assistance using appropriate topic-specific and relevant methodologies. Experience in public policy analysis, program evaluation, public sector management consulting, or opinion research. Experience in successful proposal submissions targeted to varied potential sponsors and scope of work topics. An existing research portfolio that can be transferred to the Schaefer Center.
This is a full-time, soft-money funded position.
