The Overdose Detection Mapping Application Program (ODMAP) was developed by the Washington/Baltimore High Intensity Drug Trafficking Areas (W/B HIDTA) program. ODMAP, designed to link public health and public safety through real-time overdose data, is a surveillance system offering analytical tools and capabilities designed to give local government officials necessary information for resource optimization to address the overdose epidemic at the local level. In order to expand the use of the ODMAP nationally, W/B HIDTA requires dedicated professional staff to facilitate adoption and implementation of ODMAP with regional, state, and local partners. Position is contingent upon funding.
Reporting to the ODMAP Program Manager, this position will be responsible for developing and maintaining relationships with national partners. The position will coordinate with local and state law enforcement and public health officials to determine successful ODMAP implementation strategies. The ODMAP Coordinator will establish necessary policies and procedures for ODMAP implementation, and work in coordination with the ODMAP Program Manager to strengthen overall relationships between HIDTA and local agencies. The position will also perform quality control of data, solicit and provide feedback for system enhancements and program changes, and develop and support training initiatives.

Key Responsibilities:
Serve as liaison to current and interested statewide and local implementation stakeholders. Conduct outreach as well as establish reengagement strategies. Support the user community in collaboration with IT staff on any technical questions/concerns. Respond to stakeholder issues and concerns. Work closely with ODMAP Program Manager on feedback regarding program development and implementation strategies. Provide presentations and reports on ODMAP deployment and reengagement/outreach efforts. Serve as the primary point of contact for funding partners, stakeholder agencies, local partners, and all support staff. Respond to stakeholder issues and concerns.
Develop innovative strategies through social media, email marketing, and conference opportunities to engage with the stakeholder community. Utilize feedback, metrics, and data to produce reports and products to report to management and users the reach of the program, milestones, and areas for improvement.
Provide help desk support related to CE. Work closely with the Help Desk on escalated tickets and/or help desk tickets which may exceed scope and require dedicated assistance. Provide CE dedicated training to help desk staff.
Enhance and develop accessible training initiatives to support a national stakeholder community.
Provide ongoing technical and policy assistance to the stakeholder community once they begin using ODMAP. Assist stakeholders with incorporating ODMAP into existing policy, standard operating procedures, and directives as needed.
Qualifications
Education: Bachelor's degree required.
Experience: Minimum 4 years’ experience conducting outreach and/or managing a wide variety of projects across multiple disciplines. National Policy experience preferred.
Required Knowledge, Skills and Abilities: The individual in this position must be able to communicate effectively with a diverse national user group as well as effectively manage evolving projects and implementation. Knowledge, skills, and abilities required but not limited to: The ability to effectively communicate with a diverse user community of Law Enforcement, Fire/EMS, Public & Behavioral Health, Medical Examiners and Coroners, etc; knowledge and familiarity with software programs; excellent technical writing and communication skills; ability to appropriately apply and create W/B HIDTA Directives, as well as interpret and employ the Directives of the Office of National Drug Control Policy (ONDCP).
