The Intelligence Analyst – Critical Infrastructure Protection directly supports public safety, government, and private sector customers by identifying, creating and sharing relevant and actionable intelligence and information, through assessments, bulletins, briefings and/or investigative support. The analyst performs a wide range of analytical functions including research, analysis and reporting on criminal and terrorism related vulnerabilities, risks, and threats to the State of Maryland. The analyst provides predictive analysis based on relevant local, regional, national or international intelligence information, trends or activities. This position works in developing, supporting and conducting statewide liaison and outreach activities as they relate specifically to public safety, government, and private sector businesses, agencies or groups. The analyst will provide briefings and reports to private sector customers and collaborate with the same private sector customers in creating multi-agency reports that are relevant to law enforcement and homeland security producers and customers. The position catalogues, assesses, prioritizes and reports on Maryland Critical Infrastructure and Key Resources (CI/KR) specifically identifying vulnerabilities, threats, consequences, and overall risk originating from natural or manmade threats, both intentional and unintentional. Position is contingent upon funding.

Key Responsibilities:
Critical Infrastructure threat and vulnerability reporting: Research, compile, organize, and analyze intelligence and information and produce assessments, bulletins, maps, charts and specialized reports to assist law enforcement, homeland security, government and private sector customers in securing and protecting Critical Infrastructure/Key Resources and private sector companies, agencies, or organizations. Evaluate information and intelligence products from local, regional, national and international reporting for dissemination to private sector and public safety partners. Prepare graphs, charts, maps and other illustrative products for visual presentation of data to customers. Identify and research intelligence needs/trends/patterns related to the Critical Infrastructure and Key Resources.
Develop and maintain relationships and liaison with law enforcement, homeland security, government and private sector customers as related to securing and protecting Critical Infrastructure and Key Resources through development of the Fusion Liaison Officer Program: In coordination with government partners, develop procedures and requirements for the Fusion Liaison Officer Program. Attend conferences, informational meetings, and training to support the development and membership of the program. Develop briefing and outreach materials supporting the mutual sharing of information and intelligence related to CIKR protection and security to include Suspicious Activity Reporting (SAR) for those with a valid need to know. Partner with other state, local and federal government agency outreach, liaison and training programs. Develop and administrate the program’s sharing platform. Assist in coordination of exercises to ensure program’s effectiveness. Contribute and participate in the leadership of the MCAC Fusion Liaison Officer Program in facilitating outreach, program development, consistent briefing, training, and information sharing with a focus on those private and public agencies involved in, managing or supporting Maryland CIKR Assets.
Continuing Education, Training and Conferences: Attend contemporary and continuing education/training opportunities supporting maintenance and advancement of analytical tradecraft and analytical systems and procedures to remain current with all necessary intelligence analysis systems and procedures. Participate in and/or lead conference sessions related to CI/KR protection and security. Other duties as assigned.
** Employee may be required to work outside of normal duty hours during significant or special events and during crises or high-level investigations related to terrorism or criminal activities.
Qualifications
Education: A Bachelor's degree or higher in sociology, psychology, criminal justice, law enforcement, business/public administration or a closely related field is required. Experience may be substituted for education on a year for year basis. A Master’s degree or higher in intelligence, communications, sociology, psychology, criminal justice, law enforcement, business/public administration or closely related field is preferred.
Experience: Four years criminal, terrorism or critical infrastructure analysis, investigative or law enforcement experience is required. Five or more years’ experience in conducting outreach, liaison, training, analysis and reporting that supports critical infrastructure and key resources security and protection is preferred.
Required Knowledge, Skills and Abilities: Knowledge of classified and open source research and data analysis methods and techniques. Ability to collect, assemble, analyze, and evaluate evidence, statistics, and other pertinent information to draw logical conclusions in order to effectively solve crimes. Experience working with Arc GIS Mapping, Pen Link or i2 analytical software. Familiarity with statistical analysis using Microsoft Excel or SSPS software. Experience working with Microsoft Office products (Word, Excel, Access, PowerPoint). Ability to communicate effectively orally and in writing to a wide range and number of audiences. Experience working with federal, state and local law enforcement databases. Ability to work extended hours as necessary. Knowledge of the Intelligence Cycle and Criminal Investigations. Knowledge in the collection, analyzing, and dissemination of criminal intelligence1nformation. Ability to research a voluminous amount of databases to identify trends or patterns. Ability to prepare graphs, charts, tables, maps, and other illustrative devices from collected data or visual presentations. Ability to effectively communicate both in oral and written form. Ability to understand and follow directives, instructions, and standard operating procedures.
