The University of Baltimore—The School of Public & International Affairs (SPIA) in the College of Public Affairs invites applications for an associate professor of public administration position with administrative leadership responsibilities associated with directing a rising MPA program to begin in fall 2021 (pending final budget approval).
Competitive candidates will have experience coordinating an MPA program accredited by the National Association of Schools of Public Affairs and Administration (NASPAA). The College of Public Affairs was ranked in the top 25% of all public affairs schools in U.S. News & World Report's 2020 edition of the best graduate schools, climbing four spots to #60. The MPA program – which recently earned reaccreditation – was also the first in the state of Maryland to be NASPAA accredited.
Primary teaching responsibilities – both in-person and on-line – will be in the Master of Public Administration (MPA) program and the Nonprofit Management and Social Entrepreneurship (M.S.) program. Successful candidates may also be expected to teach coursework in the School’s Doctor of Public Administration (DPA) program and the Policy, Politics, and International Affairs (B.A.) program. Candidates with experience chairing or serving on doctoral dissertation committees will be given priority. The ability to collaborate across academic units to further strengthen the College’s applied research initiatives will also be viewed advantageously.
Successful candidates for the position will be able to teach general coursework in public administration and public management and will ideally have subject matter expertise in one or more of the following areas: public and nonprofit management, human resource management in public sector organizations, organizational behavior, or organizational change. Expertise in diversity, equity, and inclusion in the public sector will also be viewed highly favorably.
Though all MPA faculty members share responsibility for the maintenance of the graduate program, the graduate program director plays a critical role in coordinating administrative functions related to the MPA degree. This includes:
• Reviewing student applications for admission to the MPA graduate program;
• Scheduling MPA courses and monitoring class enrollments;
• Recruiting adjunct instructors for the program;
• Assigning course assessments and completing program assessments;
• Collaborating with the MPA advisor to ensure students receive excellent advising;
• Recommending curriculum changes to the program;
• Revising programmatic assessment plans;
• Serving as MPA internship coordinator;
• Serve as the point of contact for re-accreditation efforts, i.e. the NASPAA principal representative;
• Assisting with student recruitment and outreach;
The School of Public and International Affairs (SPIA) has twenty full-time faculty members with advanced degrees from an array of distinguished universities, including Harvard University, Johns Hopkins University, Syracuse University, University of California-Berkeley, Columbia University, George Washington University, and George Mason University. Three faculty members are Fellows in the National Academy of Public Administration and one is a Fulbright Scholar. Faculty members are actively involved in applied research and grants/contracts with federal, state, and local government, not-for-profit, and private sector organizations.

Candidates for this position must hold a doctorate in public administration, public policy, political science, or a related discipline. Candidates must also demonstrate a strong record of scholarly achievement, quality instruction, and applied research activities. Competitive applicants will have a commitment to collaborative, interdisciplinary research, and a passion for integrating multiple approaches to confront the many challenges facing government and nonprofit organizations. Successful candidates must also demonstrate experience in, or potential for, service relevant to the university, the profession, and the community. Final decisions regarding rank will be based on candidate qualifications.
