The Budget Analyst is responsible for helping to manage and coordinate all aspects of accounting for the Center for Drug Policy and Prevention (CDPP). He or she will assist the Deputy Finance Manager in the fiscal management duties of the High Intensity Drug Trafficking Area (HIDTA) grant totaling over $15 million a year and various other Federal, State and Local grants. Position is contingent upon funding.

Key Responsibilities:
Assist Deputy Finance Program Manager with managing multiple Federal, State and Local Grants: process grant documents, monitor budget, act as financial primary contact for awarding agency. Prepare Department monthly grant ledger account reconciliation for the W/B HIDTA grant and multiple Federal, State and Local grants. Maintain effort tracking and time allocation for CDPP employees across multiple grants.
Assist Deputy Finance Program Manager with monitoring subawards issued by CDPP and HIDTA to include: document preparation, invoice review and approval, budget tracking and modifications, performance measures and reporting, act of the main POC for recipients, etc. Work with Deputy Finance Program Manager on Risk Assessments, site visits and audits.
Assist Deputy Finance Program Manager with ensuring all procurements are processed in accordance with policies and procedures of the fiduciary i.e., requesting bid when required, processing invoices, creating purchase orders and sole source justifications.
Procurement Card Management: Review monthly credit card statements, certify that all charges are allowable, reallocate charges to correct grant/account, ensure all signatures and approvals are obtained,
Accurately manage automated funding source fiscal database and in-house fiscal database to ensure data is correct for use in preparing fiscal reports for funding agencies, budget modification requests, and extension requests for the Associate Deputy Director.
Assist Deputy Finance Program Manager with special projects as needed.
Required Education: Bachelor’s degree in accounting or related field with a minimum of nine (9) credits in Accounting. Additional related experience in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education requirement on a year-for-year basis with 30 college credits being equivalent to one year of experience.
Preferred Experience: Law Enforcement Administration experience preferred.
Required Knowledge, Skills and Abilities: Working knowledge of accounting practices and principles; understanding of ONDCP, HIDTA, and fiduciaries’ financial guidelines; well organized, ability to multitask and meet deadlines; strong PC skills including proficiency in Excel, PowerPoint and Non-Profit QuickBooks; ability to establish priorities and accomplish multiple tasks with minimal supervision; strong interpersonal (verbal and written) communication skills; strong work ethic and team player; high degree of professionalism; and ability to deal sensitively with confidential material.
