Serving in the Office of the Comptroller, within the Division of Administration and Finance, this position provides primary support for accounts receivable and revenue functions. Responsibilities include performing complex accounting activities, analyzing financial/accounting records and reports and overseeing the accounting operations for the institution. This includes, but is not limited to, posting and/or reconciling two financial systems, (the institutional ERP (currently Peoplesoft) and the State of Maryland’s (R*stars)), preparing trial balances, and accounting for cash and check receipts.

Key Functions/Responsibilities/Tasks:
Ensure all general ledger and revenue transactions align in the institutional financial system (PeopleSoft) and the State’s financial system (R*stars) by performing daily reviews of activity in both systems to ensure they reconcile and balance.
Some of the key functions include but are not limited to identify, review, and post all revenue, cash, and receivable transactions. Identify, review, and posts other agency payments. Work with the Office of the Bursar to maintain an outstanding invoice list for external/third party billings.
Review clearing accounts on a monthly basis to ensure accounts are clearing as expected. Utilize a variance report to analyze the reasonableness of account balances every month.
Serve as the first-level personnel for all State of Maryland and Board of Regent policies and procedures related to accounts receivable, cash management and reconciliation.
Performs functions such as recognize grant related cash receipts in AR module in PeopleSoft. Enter and update vendor information in the institutional and State’s financial systems. Maintain AR customers in AR module in PeopleSoft. Recognize account receivable amounts related to the Federal draw down for SEOG, Pell, Federal Work Study and Federal Loan.
Process loan closing procedures for various institutional accounts (i.e. emergency and working fund) and institutional student loans. Serves as the subject matter expert for institutional merchant ID’s (currently managed thru BB&T).
Prepare periodic reconciliations including but not limited to Revenue reconciliation – research differences and analyze balances to ensure they are appropriate; Higher One transactions Reconciliation; all General Ledger account reconciliations to ensure both systems align; this includes preparing a detailed variance analysis to determine balances are as expected. Validation of all armored car transactions against recorded transactions in PeopleSoft.
Manage the Student Finance/Cashiering system deposits and three-way reconciliation between UBalt systems, Banks and State of Maryland. Review daily deposits obtained from the Bursar Office to ensure completeness and accuracy of transactions. Ensure cash balances are posted to the bank in a timely manner.
Administer unit systems in support of effective, reliable, and sustainable operations. Serve as the super user for the revenue, general ledger, general accounting and financial reporting functionality within the financial system. Designs, develops, and implements specific initiatives to improve security and features within the systems, towards overall effectiveness and efficiency. Recommend business process changes and improvements for effectiveness and efficiencies
Perform routine application administration tasks on these systems following The University of Baltimore standards and procedures for functionality. Support systems including user account maintenance, security, and the creation and maintenance of fields, views, reports, dashboards, campaigns, workflows and other objects and functions. Provides tier 2 support for escalated system tickets. Oversee testing in support of successful error free implementations.
Monitor online forums and email lists for changes and advancements in the systems, and advocates with system and business owners for their implementation and adoption. Apply vendor and industry standard best practices. Research add-on application packages and develops support analysis for acquisition of applicable programs. Updates and maintains testing plans and end user documentation.
Serve as the back-up for the Accounts Payable Manager. Perform other Revenue and Accounts Receivables duties to assist Assistant Comptroller and Comptroller as needed.
Required Education:
Bachelor’s degree in Accounting, Finance, Business or related field.
Required Experience:
Four years of experience in Accounting, Finance, Business or related field.
Preferred Education:
MBA or Master’s Degree in accounting, finance or related field.
Preferred Experience:
Experience working with PeopleSoft Finance or an integrated Enterprise Resource Product and a State of Maryland systems. (R*STARS, FMIS, and TSO). Experience in governmental accounting and/or n a public higher education environment is preferred.
Required Knowledge, Skills and Abilities:
Demonstrate a strong working knowledge of and the ability to apply Generally Accepted Accounting Principles (GAAP) to the accounting operations of a public university, including an understanding of accounts receivable, accounts payable and other key accounting activities. Demonstrate efficient operational skills and high-quality analytical skills including the ability to work in and extract data from an enterprise resources planning (ERP) system and other relevant system applications and business software (MS Office). Ability to create routine and ad-hoc analysis and reports, ensuring the resultant analysis is clear, concise and formulated in a responsive and understandable manner. Demonstrate a proven aptitude to evaluate and recommend processes and procedures which maximize operational resources. Ability to establish and achieve goals, priorities and timelines for self. Determine, establish and monitor performance standards and work behaviors of the student worker reporting to this position. Ability to perform in a highly professional manner, employ inherent customer service strategies, exercise judgment, discretion, and confidentiality. Develop testing scripts and routinely perform system user acceptance and QA testing, and perform maintenance relative to vendor information in the State of MD’s financial system.
