The Public Policy Manager provides strategies and briefings to the Deputy Director of the Family Investment Administration for Baltimore City Department of Social Services (BCDSS). This position develops and plans programs and partnerships that meet the purpose of Temporary Assistance for Needy Families (TANF) goals for Baltimore City residents as well as special events, legislative briefings and agency participation in regional/national conventions or conferences.

Key Responsibilities:
1. Represent agency and interface with external stakeholders including foundations, think-tanks, federal/state/local governments, and community-based organizations to identify innovative best practices and trends for workforce development programs serving TANF, SNAP, and Returning Citizens. Represent agency on inter-governmental workgroups and boards including WIOA, WIB, and MSDE-Child Care Subsidy.
2. Track federal, state, and local legislation that impact Baltimore City TANF customers. Summarize findings and report to the Deputy Director of FIA. Develop and maintain BCDSS Office of Workforce Development-related Standard Operating Procedures and manuals.
3. Coordinate and convene external stakeholders for a Baltimore City Workforce Development Legislative Committee. Conduct qualitative analysis through focus groups, interviews, and surveys with TCA customers and staff, for programmatic improvement of workforce development.
4, Manage research repository of national TANF trends and work with Senior management staff to strategically plan implementation. Assist in the development of FIA operational structure and priorities of the agency.
5. Make program and service delivery recommendations based on information received from external stakeholders and working with Data Analyst(s) provide data sets, executive summaries, info graphs and other material for senior management staff to review.
6. Identify potential grantees and partners serving shared customers. Assist with initial development of Work Activity requests for proposals (RFP) and Scopes of Work for Inter-governmental Agreements.
Plan and facilitate agency participation in conferences/workshops related to TANF policies and programs.
Represent agency on DHS Standing Policy Committee. Assist with development of and revisions (as applicable) to annual work activity performance plans (FIP and PASS).
Required Education: Bachelor’s in Business Administration, Business Management, Public Policy, Political Science, Government or related degree.
Required Experience: Five years of experience working in public-sector or non-profit agencies on community and economic development or constituent services or advocacy for vulnerable populations.
Required Knowledge, Skills and Abilities: Microsoft Office Suite including Excel, PowerPoint.
