The Budget Associate will perform skilled financial clerical and administrative work to support the Washington/Baltimore High Intensity Drug Trafficking Area (W/B HIDTA) Finance Unit. This position will be responsible for updating and maintaining the HIDTA Financial Database and records, perform account reconciliations and provide customer support to the various Law Enforcement Initiatives within the W/B HIDTA.

Key Responsibilities:
1. Manage office supply orders for W/B HIDTA Initiative, to include: reviewing supply requests, placing supply orders, managing deliveries, reconciling orders monthly to credit card statement and accurately entering into fiscal database (QuickBooks).
2. Manage recurring monthly payments for HIDTA Vendor accounts and process approved invoices. Ensure all procurements are processed in accordance with policies and procedures of the fiduciary i.e., requesting bid when required, processing invoices, creating purchase orders and sole source justifications. Accurately manage automated funding source fiscal database and in-house fiscal database to ensure data is correct and up to date.
3. Assist Finance Business Manager with: Managing annual Interagency Agreements for all W/B HIDTA Law Enforcement Initiatives, Certifying that all reimbursement requests for overtime and vehicles are accurate and meet the HIDTA program policy guidance and ONDCP regulations, Tracking all overtime for federal accountability to ensure no officer goes over GS 12 Step 1 and maintain the automated database for auditing purposes and other duties assigned.
4. Assist Finance Business Manager with monthly reconciliations and Law Enforcement Initiative audits as needed.
5. Support the W/B HIDTA Finance & Human Resources Unit with administrative needs as needed.
Education: High school diploma or GED required.
Experience: 4 years of office experience, with two years in accounting, bookkeeping, budgeting, financial analysis, etc. is required.
Additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 college credits being equivalent to one year of experience.
Required Knowledge, Skills and Abilities:
KNOWLEDGE REQUIRED FOR PERFORMANCE OF THE WORK: Working knowledge of accounting practices and principles, understanding of the Office of National Drug Control Policy (ONDCP), HIDTA, and fiduciaries’ financial guidelines, Well organized, Ability to multitask and meet deadlines, Strong PC skills including proficiency in Excel, PowerPoint and Non-Profit QuickBooks, Ability to establish priorities and accomplish multiple tasks with minimal supervision, Strong interpersonal (verbal and written) communication skills, Strong work ethic and team player, High degree of professionalism, and Ability to deal sensitively with confidential material.
COMPLEXITY OF DUTIES: Requires a comprehensive attention to detail and the ability to be able to understand and implement all the financial guidelines as it pertains to the HIDTA award(s), Role has a major focus on assisting with preparation of monthly financial statements, Manage office related duties, Prepare a variety of complex correspondence, memoranda and reports, A thorough knowledge of the fiscal processes for all fiduciaries is required, Must be able to cover all aspects of bookkeeping including accounts payable, accounts receivable, bank reconciliations, payroll, general ledger reconciliations, They must have ability and willingness to undertake a variety of accounting tasks is essential, as is the ability to work autonomously, This position works closely with the Associate Deputy Director and Deputy Finance Manager to ensure the needs of the Center for Drug Policy and Prevention (CDPP) are met, such as addressing physical needs, providing quality assurance and records management assistance, and Acts as liaison between Law Enforcement and Finance Unit.
GUIDELINES: Must be able to follow and ensure CDPP and law enforcement staff assigned to the HIDTA grant are following the: HIDTA Directives, ONDCP Rules and Regulations, 2 CFR Policies, Fiduciary Rules and Regulations.
PHYSICAL DEMANDS/WORK ENVIRONMENT: Employee will be required to report physically in the W/B HIDTA Offices when Associate Deputy Direct and Deputy Finance Manager are out of the office.
