The University of Baltimore is seeking a seasoned financial professional to serve as the Associate Director of the University Budget Office within the Division of Administration and Finance. Your experience performing financial analysis, your outstanding leadership skills, and your comprehensive financial management and expert analytical experience will lead you to successfully manage the following responsibilities:
Assist in the development, implementation and daily management of the University’s $115M annual operating budget. Recommend broad based financial goals, policies, and procedures which align with and support the University’s strategic priorities and maintain responsible fiscal management. Participate in all levels of the planning process.
Assist in the development of the University’s annual external budget submission to the University System of Maryland (USM). Generate and submit adjustments, amendments and modifications for the external budget. Respond to budget related requests and reporting requirements from the USM and State of Maryland.
Provide leadership and operational oversight to the University Budget Office staff and control the department’s expenditure budget. Extract, develop and analyze data for variance, forecasts and other financial reports prepared by oneself and/or University Budget Office staff for institutional planning, decision-making and external requests. Modify and adjust as necessary. Foster use of information systems and technology to maximize efficiency and effectiveness of data in support of decision-making. Recommend emerging information technology solutions and training in support of fiscal business intelligence.
Actively partner with divisional financial managers in the development and management of their operating budgets; develop finance procedures, best practices and training to strengthen their role as financial stewards. As a super user, foster critical changes and enhancements in the financial system (PeopleSoft) in support of the University Budget Office and divisional financial managers.
Actively participate in the strategic planning process, serve on, or support shared governance committees, recruitment committees and ad hoc task forces. All other responsibilities as assigned/requested.
Required Minimum Qualifications: A Bachelor's degree in Accounting, Finance or related field is required along with five years progressive professional experience in a financial and business setting within a college/university or comparable organization including three years in a management/leadership role. Demonstrated ability to think strategically and analytically and to apply financial/quantitative tools in the analysis of data. Proven familiarity working with an ERP/integrated technology, including data extraction and presenting data in final report form suited for executive decision-making. Experience performing with a high level of diplomacy, confidentiality and trust and the ability to project a professional and positive image of the institution, including strong oral and written communication skills.
Preferred Qualifications: Candidates with an MBA or master’s degree in finance, accounting or information systems and/or experience working with PeopleSoft Finance, Student Finance and/or Human Capital Management modules will be given preference. Experience in a public higher education environment is preferred.
Required Knowledge, Skills and Abilities:
Knowledge of best practices in comprehensive institutional financial planning and budgeting in a higher education setting.
Ability to establish goals, structures and processes which align with the institution’s long term strategic plan, and vision and short term priorities.
Leadership, coaching and team building skills to strengthen and cultivate relationships with budget office staff, peers within Financial Operations, institutional business and finance managers and USM colleagues.
Effective operational, management and analytic skills and the ability to problem solve and make sound recommendations.
Proven applicable experience working in and extracting data from an Enterprise Resources Planning system, business analytics or other relevant systems applications or software.
The ability to influence and lead others outside of reporting lines to achieve common goals and deadlines.
Strong verbal and written communication skills.
The ability to provide clear and concise analysis and summaries of financial data.
The ability to perform professionally employing inherent customer service strategies and leading by example.
