This position carries out a broad range of budget and fiscal analysis responsibilities for one or more divisions, requiring high-level analytic ability and an in-depth understanding of university and state rules, regulations, and procedures in a dynamic work environment. The position is responsible for the oversight of the division(s)’ fiscal operations, for creating procedures, and an overall administrative infrastructure that reinforce and aid the performance of the division(s) as well as achievement of its’ strategic goals and priorities. Serving as a key strategic advisor for all business operations and financial matters, it supports divisional leadership in forecasting and planning the needs of the division(s) and has primary responsibility for compliance of university policies including those related to procurement, human resources, accounting / finance, and record keeping. The position serves as the division(s)' liaison with other central University offices responsible for financial, human resources, technology and facility matters.

Financial Planning, Analysis, Management, and Reporting which includes the following key components:
* Budget Development and Financial Management: developing the annual budget for state, self-support, and donor-related funding sources; managing budget allocations and resource distribution; adhering to procedures and timing requirements; authorizing expenditures in consultation with divisional leadership.
* Financial Forecasting: providing timely forecasts and projections of revenues and expenses to divisional and senior leadership.
* Strategic Planning and Analysis: assisting divisional leadership and staff in the assessment and development of revenue generating activities and cost saving initiatives; creating financial models and computerized methods to support the division in budget and financial management; advising divisional leadership on the availability funds to support the university's and divisions’ strategic initiatives.
* Variance & Compliance Reporting: timely variance reporting on all funding sources along with the ability to provide insights and ideas in a coherent and compelling manner to constituents.
Business Operations (includes divisional Centers): serving as the primary authoritative resource for the division(s) on routine operational matters, policies, and procedures related to business operations; conducting business in compliance with federal, state and university policies and procedures; communicating appropriate process and policy changes to the division and creating or modifying processes to maintain efficiency, effectiveness, and compliance; supporting regular and contractual personnel on procedural guidance to facilitate timely and effective use of resources; solving problems as needed for efficient and effective operations; coordinating between the division and central offices as needed; recommending, documenting, and facilitating implementation of divisional process improvements.
Workforce Management: initiating regular collaboration with the Office of Human Resources and the Position Control Manager to support workforce management and the associated compliance requirements (e.g. compensation reviews, performance management processes, position action forms, position descriptions); assisting divisional hiring authorities and committees in search and hiring practices including the efficient and effective use of UB’s human capital management (HCM) technology when establishing employment requisitions, recruitment postings, and search committees; facilitating effective on-boarding and job orientation for new employees to division and university policies, procedures and processes; managing position attributes and advising on all position related matters for accuracy and funding availability.
Managerial / Supervisory: providing oversight and leadership to operational activities of shared resources on day-to-day operational activities that include: procurement (i.e. purchase requisitions, procurement card), accounts payable, accounts receivable, contingent contracts; preparing annual performance reviews and goal setting.
Required Education: Baccalaureate degree in Accounting, Finance, Business, or related fields.
Required Experience: Seven years of progressively responsible experience working with budgets, financial modeling, workforce / position management, strategic planning and forecasting and senior level reporting. Three years of supervisory experience.
Preferred Education: Master’s degree in Business, Finance, Accounting, or related field.
Preferred Experience: Experience in Higher Education and PeopleSoft Financial software.
Required Knowledge, Skills and Abilities:
Demonstrated ability to develop and manage budgets and adapt to changes in resources. Strong leadership, supervisory, and consensus-building skills. Ability and experience to identify training and development needs, evaluate workloads and resources. Demonstrated interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Excellent interpersonal and communication skills, including tact, diplomacy, discretion, and flexibility with diverse backgrounds. Ensure interactions within the division and amongst other division’s personnel is conducted courteously and efficiently, consistent with UB’s strategic plan. Demonstrated ability to independently gather required information to organize, and perform financial analysis assignments. Ability to collect and analyze data, investigate, comprehend and compile financial, budgetary and program data interpreting policies and procedures and apply them to routine/complex/unique situations. Ability to organize and prioritize reports, daily operations, short and long-term projects, and to direct and ensure timeliness and accuracy in the work of others. Flexible to a changing and dynamic work environment. Aiming to provide: high level of customer service, transparency of data, and regular communication to divisional leadership and University partners. Demonstrates skills in organizational evaluation with an eye for increasing effectiveness & efficiencies (E&E) operational improvements. Knowledge of ERP financial software.
