The Overdose Detection Mapping Application Program (ODMAP) was developed by the Washington/Baltimore High Intensity Drug Trafficking Areas (W/B HIDTA) program. The ODMAP, designed to link public health and public safety through real-time overdose data, is a surveillance system offering analytical tools and capabilities designed to give local government officials necessary information for resource optimization to address the overdose epidemic at the local level. In order to expand the use of the ODMAP nationally, W/B HIDTA requires dedicated professional staff to facilitate adoption and implementation of ODMAP with regional, state, and local partners.
Reporting to the ODMAP Program Manager, the ODMAP Outreach Coordinator will be responsible for developing relationships with states selected for statewide implementation and regional partners. The position will meet with state and local law enforcement and public health officials to determine successful ODMAP implementation strategies. The Outreach Coordinator will manage the relationship between HIDTA and local agencies, monitor regional data sharing and perform quality control of data, solicit and provide feedback for system enhancements and program changes, and develop and support training initiatives. This position is contingent upon funding. Key Responsibilities:
* Work with ODMAP Participating agencies on implementation efforts. Assist participating agencies in direct implementation with ODMAP from start to finish. The position will work closely with ODMAP Outreach Technical Coordinator to coordinate implementation and technical outreach in a cohesive manner.
* Serve as liaison to stakeholders. Conduct outreach as well as establish reengagement strategies. Support the user community in collaboration with IT staff on any technical questions/concerns. Respond to stakeholder issues and concerns. Work closely with ODMAP Program Manager on feedback regarding program development and implementation strategies.
* Maintain records of implementation strategies as well as provide status reports detailing outreach efforts.
* Provide presentations and reports on ODMAP deployment.
Required Education and Experience: Bachelor’s degree; Minimum 4 years’ experience conducting outreach and/or managing a wide variety of projects across multiple disciplines.
The individual in this position must be able to communicate effectively with a diverse national user group as well as effectively manage evolving projects and outreach. Knowledge, skills, and abilities required but not limited to:
Ability to effectively communicate with a diverse user community of Law Enforcement, Fire/EMS, Public & Behavioral Health, Medical Examiners and Coroners, etc.
Ability to travel nationally to assist with outreach, presentations, etc. at the direction of the ODMAP Program Manager.
Ability to assist with localized and statewide implementation strategies.
- Ability to effectively communicate with technical team user concerns/issues.
- Ability to have a flexible schedule which responds to user’s needs across a variety of time zones.
- Ability to appropriately apply and create W/B HIDTA Directives, as well as interpret and employ the Directives of the Office of National Drug Control Policy (ONDCP).
*** May travel up to three times per month to support ODMAP implementation.
*** Due to the nature of the work, must be able to obtain a Secret level government clearance.
