Serving in the Office of Financial Aid within the Division of Administration and Finance, the Senior Associate Director is responsible for the effective use of financial aid related information systems to support the awarding and disbursement of institutional, state and federal financial aid. These systems include, but are not limited to, Oracle PeopleSoft, Perceptive Content, Department of Education communication systems (EdConnect, NSLDS, COD) and Maryland Higher Education Commission (MHEC). This position performs qualitative and quantitative analysis, using data from these systems in support of data driven decision making by Executive Director and Divisional leadership. Additionally, this position is responsible for providing system generated data and reports for institutional and external reporting requirements such as the FISAP, IPEDS and S5 (State of Maryland reporting tool used for annual submissions to US News & World Report). To ensure the integrity of aid disbursements and reporting, this position manages the monthly reconciliation of all financial aid programs. The position develops and maintains documentation and conducts training for Financial Aid staff. The Senior Associate Director serves as the backup for the Executive Director of Financial Aid as needed.
Financial Aid Data Systems: Oversees annual Aid Year Rollover preparation and processes including updating checklists, queries, item types, cost of attendance (budgets), packaging plans and packaging equations
• Accurate and expedited student aid packaging
• Develops and implements an audit program to validate these activities
• Develops and maintains processes for collection and validation of data
• Provides support for FISAP, IPEDS, S5 (Maryland State Reporting), US News & World Report, and Gainful Employment reporting
• Using system-generated data provide qualitative and quantitative analysis, reports and dashboards for strategic and operational decision-making.
• Develop leadership requested reports
• Responsible for verifying accuracy and reliability of Oracle delivered bundle updates and coordinate all system required testing, most critical is the Oracle PeopleSoft financial aid bundle.
• Performs configuration/setup for Oracle PeopleSoft financial aid module in production and nonproduction environments as well as Perceptive Content document workflows
• Reviews existing or new functionality in systems and makes recommendations about implementations that could benefit offices
Documentation, Data and Training: Oversees the development and maintenance of data documentation in support of consistent and accurate responses to information requests.
• In support of an effective and sustainable operation, develops, oversees and maintains documentation and a training program for staff
• Maintains up-to-date system procedures and training for all processes
• Develops and offers training program to onboard staff
• Develops and offers training to existing staff in support of professional development and cross training
• Trains staff on queries and data dictionary
• Develops, implements, and maintains test plans for all existing and new software systems
Financial Award Reconciliation: Develops and oversees documented programs for the monthly reconciliation of Federal Aid programs, MHEC programs, and private loan awards.
• Develops, maintains and runs queries, resolving identified discrepancies between Federal, State, Institutional, and Private scholarship, grant, and loan databases to ensure the integrity of financial aid disbursements, reconciliation and reporting
• Responsible for troubleshooting disbursement error reports to resolve student issues in Oracle and external systems
• Coordinates monthly state and federal drawdowns with University Comptroller
Operations and Communications: Financial aid processing and communications are effective and efficient.
• Oversees and directs the following operations and communications activities including ISIR Import, Automatic Packaging Processing, Automatic Letter Generation, C.O.D. Transmission, MPN Import, Entrance Interview Import, MHEC reconciliation processes, and maintenance of website content
Required Qualifications
Education: Bachelor’s Degree in Accounting, Finance, Business or other related field/discipline
Experience: Five years progressively responsible experience in Financial Aid in higher education. Three years supervisory / leadership experience. Knowledge of Title IV financial aid programs, program compliance and reconciliation. Experience within an ERP system environment.
Ability to work as needed to serve students and achieve business requirements, which includes periodic evenings and weekends.
Preferred Qualifications
Education: Master’s Degree in Accounting, Finance, Business or other closely related field/discipline
Experience: Demonstrated experience with managing projects in higher education. Experience with the Oracle PeopleSoft Campus Solutions financial aid module in a public 4-year higher education institution. Experience with document imaging and other administrative support systems. Experience working with MHEC programs.
Required Knowledge, Skills, and Abilities
Knowledge and demonstrated ability to manage Title IV financial aid programs with an emphasis on compliance and reconciliation through the Common Origination and Disbursement (COD) interface. Must possess a solid understanding of and ability to adapt to changing federal and state regulations. Must have expertise with related applications (e.g. Access, Crystal Reports and PowerBI) and possess analytical and problem-solving skills. Must have ERP technical experience; patch/fix testing, process and problem resolution. Must be able to effectively communicate complex ideas to various audiences. Must have effective task and time management abilities. Ability to manage multiple projects to meet deadlines is critical. Ability to provide training, support and development of a professional team that delivers high quality customer service. Experience evaluating and coaching staff in ways that build employee skills and productivity. Remains current with technological innovations and best-practice trends in financial aid, student receivables, and recruitment. Develop relationships with internal technology professionals and external vendors to ensure the continuation of essential services and compliance with University, state, and federal security policies.
