This position serves as the Chief Performance Officer for the Washington/Baltimore High Intensity Drug Trafficking Areas (W/B HIDTA) Program within the Center for Drug Policy and Enforcement (CDPE). The position is responsible for developing and administering the W/B HIDTA Annual Threat Assessment Survey and preparing the W/B HIDTA Annual Threat Assessment and Annual Report. The Chief Performance Officer oversees programmatic outcomes for all W/B HIDTA initiatives to ensure that the overall goals and objectives of the program are achieved. Additionally, the position oversees the management of the Performance Management Process (PMP) system, a national system used by all HIDTA’s and the White House Office of National Drug Control Policy (ONDCP) to measure performance and ensure accountability. The Chief Performance Officer is responsible for all reporting requirements of the HIDTA Program to ONDCP. This position is contingent upon funding.

Key Responsibilities:
* Responsible for coordinating the input of performance data nationwide and for managing the W/B HIDTA performance measures. Oversees reporting of all funded HIDTA initiatives within the PMP program. Works with initiatives and National HIDTA Program leadership to identify measurable outcomes and works with initiative leadership to achieve those objectives. Ensures that all initiative-level data is recorded. Provides quality control for all data entered into PMP system and develops processes to identify and assess trends and patterns. Monitors the National HIDTA Assistance Center survey system and serves as liaison to ONDCP for the PMP system.
* Responsible for the development and evaluation of the W/B HIDTA Annual Threat Assessment and Strategy for the W/B HIDTA. The Chief Performance Officer works with the W/B HIDTA Executive Director, Investigative Support Center Program Manager, Deputy Directors, and Initiative supervisors to identify the primary threats within the W/B HIDTA region and support performance objectives to address those threats. This activity includes a series of meetings and data collection and analysis to determine the feasibility of program outcomes, goals, and objectives.
* Provides day-to-day oversight of policy issues related to the PMP system hosted by the W/B HIDTA, including quality control, data verification, training, and direct assistance for HIDTA users nationwide. Provides technical assistance to ONDCP, HIDTAs and the National HIDTA Assistance Center on PMP matters. Supports policy changes and updates for the National HIDTA program. Travels to meetings and conferences attended by the HIDTA Directors to present PMP findings and recommend changes to the reporting process. Updates the PMP User Guide and supporting documentation. Responds to all inquiries related to the PMP User Guide and related policy issues. Reviews legislative proposals. Develop recommendations for the National HIDTA Program Policy and Budget Guidance and the Initiative Description and Budget Proposal documents.
Required and Preferred Qualifications
Education: Bachelor’s degree in public policy or related field required; Master's degree preferred.
Experience: 5 years of program management required; experience working at ONDCP, the Office of Budget and Management or within a HIDTA program preferred.
Required Knowledge, Skills and Abilities:
• Knowledge and understanding of data analytics and the OMB budgeting requirements.
• Knowledge and understanding of HIDTA policies and procedures.
• Knowledge and understanding of the National HIDTA Program with an emphasis on program performance.
• Computer skills, MS Office and Excel
• Strong analytical skills
• Excellent communication and writing skills
** The Chief Performance Officer works independently and must have strong analytical and communication skills. He/she must be cognizant of the geo-political aspects of the HIDTA Program and take them into consideration when developing performance recommendations.
** SECURITY CLEARANCE - Due to the nature of work, this individual must be able to secure a Top Secret level government-issued security clearance.
