Under direction of the Senior Associate Director of Human Resources, oversee and perform a wide range of activities in the design, development and administration of the University’s compensation and classification programs for staff and faculty. Work within the framework of the University System of Maryland while supporting the strategic initiatives of the University. Monitor, evaluate and manage internal and external equity and ensure programs and practices comply with state and federal regulations.
Conduct a wide range of activities in the design, development and administration of base compensation pay policies, practices, programs and guidelines within a diverse, multi-business University environment. Lead and participate in validation efforts related to compensation programs supporting the strategic objectives of diverse business units.
Monitor competitive trends in compensation and identify the strategic position of various University businesses compared to other employers. Conduct and inform the identification of appropriate salary surveys to gather market information. Identify and develop salary administration design and system enhancements. Monitor, evaluate and manage internal and external equity in job placement and pay.
Lead and manage projects related to applying best practice in compensation, job classification and performance management program design. Manage the development of annual salary increase and adjustment programs, forecasting, analysis and reporting to senior management.
Ensure programs and practices are in compliance with state and federal regulations. Provide compensation consulting expertise to senior management. Administer, deliver and manage programs to train managers and employees on the University’s compensation policies, practices, and administration.
Review on-going effectiveness of compensation plans and programs to ensure they meet financial and philosophical objectives. Prepare recommendations and special studies on subjects such as incentive compensation and similar complex programs.
Perform compensation and classification quantitative data analysis and research using standard reporting tools, data extraction tools, surveys, and data reporting mechanisms. Provide evaluation, analysis and design related to increasing the use of PeopleSoft HCM system and other recommended/related software and decision-support electronic systems. Prepare reports and develop metrics, data summaries, changes and trends for use by management. Respond to USM system requests for compensation and classification reporting and actively participate as a member of the USM Compensation/Classification Committee.
Required Education and Experience
Education: Baccalaureate degree in Business, Finance, Psychology, Human Resources or related field/discipline.
Experience: Five years of progressively responsible compensation and project management experience that include responsibilities for: compensation program design and development; communication of pay policies, programs, and procedures; managing legal compliance; utilizing HRIS to query, analyze, and prepare reports on employee information.
Preferred Education and Experience
Education: Master degree in Business, Finance or related field/discipline
Experience: Compensation and/or human resources experience in higher education. Experience working with PeopleSoft Human Capital Management.
Required Knowledge, Skills and Abilities
Possess practitioner to expertise level understanding of the principles and practices of classification and compensation and their application and relationships to other human resources programs. Demonstrated analytical, problem-solving, decision-making, interpersonal communication, project planning and project management skills. Demonstrated creativity in providing new and contemporary approaches to pay for performance programs. Proficiency in Microsoft Excel, Powerpoint, Word, and Access software programs. Ability to extract and manipulate data from HRIS. Ability to analyze and systematically compile technical and statistical information and to prepare reports and correspondence. Ability to conduct thorough analysis; organize and delegate. Excellent written, verbal, electronic and presentation skills. Ability to work with individuals from diverse backgrounds and establish and maintain effective working relationships. Ability to read and interpret complex documents. Ability to make effective and persuasive arguments and presentations on complex topics. Ability to apply principles of logical thinking to a wide range of intellectual and practical problems. Ability to deal with a variety of abstract and concrete variables. Familiarity with regulatory and statutory requirements. Exercise independent judgment and high risk decision-making. Ability to set priorities and to work comfortably in a fast-paced, deadline driven environment. Knowledge of budgeting, accounting and finance is preferred.
