The Mapping & Data Services Manager is the primary provider of GIS-based services, research consultation, and user education for the Center for Drug Policy and Enforcement (CDPE). Leads development and maintenance of CDPE’s federated search, data integration, and network analysis systems and databases. The Mapping and Data Services Unit supports more than 900 law enforcement FTEs operating in 18 offices throughout the Washington/Baltimore HIDTA region. Collaborates with and provides high-level technical support to other CDPE units. The position provides geospatial and data analysis support to users from a wide-range of disciplines (criminal intelligence to epidemiology). Designs and delivers instruction to geospatial users, and assists with the integration of geospatial skills into the CDPE workforce. Supervises the work of the Data Integration Specialist/Data Analysis Matter Expert as well as student workers. Collaborates with other CDPE staff to develop and implement new directions and long-range plans for improving the provision of geospatial services and data analysis. This long-range planning includes creation of curriculum-specific teaching materials and workshops for different disciplines, providing outreach and support services to enforcement and treatment initiatives. Works in collaboration with programmers and intelligence analysts to maintain digital reference systems. Supports the geospatial operations for CDPE include: selecting GIS software, data, hardware and peripherals; training and supervising a student staff person to assist with geospatial services and Website maintenance; managing GIS software licenses; and maintaining networked PCs, dedicated to GIS. Participates in national initiatives including joint projects with other HIDTAs and the Office of National Drug Control Policy (ONDCP), attend national meetings, and works collaboratively with colleagues around across the Nation to support the HIDTA program.
Key Functions/Responsibilities/Tasks:
1. Develop and manage multiple databases, and perform data operations, pertinent to mapping and data protocols, to include: administering multiple databases in a Database Management System; collecting data from outside agencies, collating collected data; developing and automating data ETL procedures; loading disparate data and creating proprietary data models, and; writing SQL queries to extract data from databases. Provide expert geospatial technology consultation services to users with varying needs and abilities ranging from basic GIS skills to research level analysis involving manipulating, customizing, querying, or modeling of data. This may at times be in greater depth for patrons needing special assistance for courses or projects heavily using GIS.
2. Maintaining GIS servers, geospatial databases and applications; providing GIS support for Case Explorer for mapping, spatial data, geocoding and spatial analysis; mapping and geocoding services for the proprietary event de-confliction system; coordinating workgroup responsible for upgrading and updating Geocoding systems, and; developing mapping applications for data visualization and access. Development and Maintenance of Semantica Pro data connections and workflows.
3. Manages the work of the Data Integration Specialist/Data Analysis Matter Expert and student interns. Coordinating with the Associate Deputy Director of the Network Operations Center to develop and maintain a W/B HIDTA-wide data collection plan and coordinating data collection with partner organizations.
4. Management/Administration functions, to include: responsibility for managing the application of agreements that outline use and dissemination policies. Training and guidance for Intel Analysts on the use of Geospatial Technologies. Designs, creates and delivers geospatial training and documentation to patrons and staff. Content of the training varies from group to group, ranging from accessing geospatial imagery and data to teaching a specific GIS software application. Maintains awareness of current trends in GIS & related technologies by attending user conferences and regional meetings, communicating with staff and faculty from geospatial labs at other universities, and through communication with vendors.
Education:
Baccalaureate degree in Computer Science, Information Technology, Geography/GIS, or related field required. Masters degree in Computer Science, Information Technology, Geography/GIS, or related field preferred.
Experience:
Five years of progressively responsible experience with ESRI and Google geospatial products, demonstrating the ability to use, test, analyze (at an advanced level), document and provide training for geographic information systems software, including development and management of enterprise geographic information systems, required.
Ten years progressively responsible experience with Database Management Systems (DBMS) and database administration, specifically with Enterprise Geographic Information Systems; familiarity with other GIS (QGIS, Grass, GeoDa) or GES (Google Earth Pro, Google Maps Engine) products; some GIS programming/scripting experience (Python); and Knowledge of geospatial technologies such as GPS (Garmin/Trimble), preferred.
Required Knowledge, Skills and Abilities:
Demonstrated ability to manage geospatial projects from start to finish a must. Extensive knowledge of spatial data formats and metadata issues. Working knowledge of web mapping applications such as Google Map Engine, ArcGIS Online, and ArcGIS Server. Advanced knowledge of DBMS and database administration. Expertise in principals of geography, spatial data and spatial analysis. Working knowledge of computer server configuration, as well as the skills and abilities to work with spatial data and spatial types in DBMS. Knowledge of data storage structures and formats, fundamentals of computer networks and principals concerning configuration of data integration applications such as Semantca Pro, are also essential. Skills and abilities to operate and navigate through Database Administration and Design, the ESRI ArcGIS Suite, the Microsoft Windows Server, MS Office Suite, especially MS Excel, are all necessary. Demonstrated abilities with ETL development, scripting with Python, performing data schema and developing web-based mapping applications. Ability to supervise and train other personnel. Ability to manage multiple projects simultaneously, working collaboratively with all levels of users and staff. Ability to multi-task at a variety of levels in a fast-paced environment from creating an overall strategy for the unit to day-to-day logistical management. Demonstrated ability to communicate effectively in written and spoken English. Excellent interpersonal skills and the ability to work effectively with a diverse workforce.
** Must be able to obtain and retain a national security clearance at the Secret level.
