The Data Analyst will provide on-site technical assistance for the Foster Care and Independent Verification Agent at the Baltimore City Department of Social Services (BCDSS). She/he will be responsible for providing major support for the automation of existing reports and analyses, the design and implementation of new analyses, and in the development of new innovative initiatives within Foster Care programs. The Data Analyst will work directly with the Director of Baltimore City Department of Social Services and Chief. Duties include:
Aid in ongoing performance management by collecting and interpreting data from various sources; generating reports on a weekly, monthly, and quarterly basis to clearly document and communicate Foster Care Program performance; and analyzing data to identify trends and challenges.
Automating business intelligence reports. The Data Analyst will collaborate with the Senior Program Analyst at JFI and BCDSS staff to automate existing performance management data products using R programming. This includes documenting business rules, writing scripts in R to clean, analyze, present, and deliver data and establishing corresponding data management practices. Training in R will be provided, but an interest in and facility with large data sets (>5,000 records) is required.
Develop, complete, and automate new analyses to identify trends, evaluate outcomes, diagnose operational issues, create performance measures, and to support new initiatives. Types of analyses could include analyzing the rate of reasons for churn in the welfare-to-work caseload, designing a predicative model within the foster care program; or drawing on data sources outside the agency to inform program design.
Designing and implementing new business processes. The Data Analyst will apply Lean process improvement to Six Sigma principles to review, redesign and improve business processes related to the foster care program.
Required Qualifications
Education: Bachelor’s degree in Computer information, Statistics, Public Administration, Public Policy, Data Science, or other related field/discipline.
Experience: Two (2) years of experience cleaning, analyzing, and visualizing data using Excel, Tableau, Microsoft Power, BI, Qlik, Alteryx or other business intelligence software.
Preferred Qualifications
Education: Master’s degree in Statistics, Public Administration, Public Policy, Public Health Data Science, or other related field/discipline.
Experience: Three (3) years of experience cleaning, analyzing, and visualizing data using Excel, Tableau, Microsoft Power, BI, Qlik, Alteryx or other business intelligence software.
