The Overdose Detection Mapping Application Program (ODMAP) was developed by the Washington/Baltimore High Intensity Drug Trafficking Areas (W/B HIDTA) program. The ODMAP, designed to link public health and public safety through real-time overdose data, is a surveillance system offering analytical tools and capabilities designed to give local government officials necessary information for resource optimization to address the overdose epidemic at the local level. In order to expand the use of the ODMAP nationally, W/B HIDTA requires dedicated professional staff to facilitate adoption and implementation of ODMAP with regional, state, and local partners.
The System Administrator will report to the Network Operations Center within the W/B HIDTA and report to the Associate Deputy Director/NOC Manager. This position will be responsible for support of ODMAP and its infrastructure. This position is contingent upon funding. Duties include:
• Working with TierPoint data center
• Installing, configuring and administrating windows servers on a virtual infrastructure
• Installing and configuring VMWare
• Determining firewall access rules
• Establishing VPN connectivity
• Administering Active Directory
• Performing complex network cloud transitions such as Microsoft Office 365, Azure and AWS
• Creating and maintaining a security and network audit plan
• Enhancing the security of our infrastructure
• Engaging in security best practices such as those advised by NIST & CJIS
• Planning site/building moves for W/B HIDTA Initiatives
• Spec’ing out computer systems for end users
• Working with Web Application Proxy
Key Responsibilities:
Using WAP and ADFS to provide federated access to W/B HIDTA Partners. This position shall be responsible for building our federated infrastructure to support ODMAP using WAP, ADFS and federation. This technology will allow users with accounts from various federal agencies to have single sign on into ODMAP and other applications. Many state and local agencies will also benefit as they too have accounts with many of these agencies. Additionally, this project will allow W/B HIDTA agencies access to a wealth of federal databases, which support our mission.
Creating security audit plans and enhancing the W/B HIDTA network security. This position shall be responsible for analysis of our current infrastructure in regards to security. This position shall make recommendations to the NOC Manager and Chief Architect for improvements. Additionally, the position shall create a security audit policy that includes specific, repeatable tactics that address the current state of our network. This position will also be the single point of contact for in-place security applications such as intrusion detection systems hosted by our data center at our data center.
Installing, configuring and administrating windows servers on a virtual infrastructure. This position shall work on our VMWare Infrastructure hosted at our data center to maintain and create our virtual infrastructure. This position shall ensure all regular maintenance tasks including security patches, software updates and configuration items are updated on our servers.
Administering active directory. The W/B HIDTA supports a network of thousands of users, which are both local and remote to our network. This position will be responsible for ensuring proper vetting policies are in place for both commissioning and decommissioning accounts. The position will be responsible for creating authorization groups, which give access to W/B HIDTA resources. This position shall provide network access through various virtual private and secure methods including WAP, VPN and dedicated circuits.
Networking. This position shall be responsible for the maintenance of our physical network. This includes installing routers, switches and other network gear. The candidate must be comfortable troubleshooting a TCP/IP based network and be familiar with the tools and utilities used to troubleshoot problems.
Required Education and Experience: Bachelor’s degree in Information Technology or related field. Minimum 5 years of experience working with a Microsoft network. Experience may be considered equivalent to the required education on a year for year basis.
Required Knowledge, Skills & Abilities:
The individual in this position must be able to support and maintain a windows network, including:
- Ability to create and manage a domain controller
- Ability to manage group policies
- Ability to manage Active Directory
- Ability to create and manage an infrastructure of ADFS & WAP to support federation
- Ability to use security tools such as port scanners and vulnerability scanners
- Ability to document best practices and implement security policies
- Ability to work with VMWare
- Ability to work with Firewalls and VPN technology
Due to the nature of the work, must possess the ability to obtain a Secret level government clearance.
