The Foster Care Public Policy Specialist provides strategies, technical writing, data analysis and briefings to the Director of the Office of Innovation and Director of Baltimore City Department of Social Services (BCDSS). This position develops and plans programs and partnerships that meet the purpose of improving the Foster Care program for Baltimore City. The position resides in the Jacob France Institute (JFI) of the Merrick School of Business at the University of Baltimore.

Represent Foster Care unit within BCDSS, interface with stakeholders including Department of Human Services (DHS) analyst, BCDSS management and the Independent Verification Agent (IVA). Every 6 months prepare a data report for the 126 L.J. measures (Consent Decree) that can be used by the Director and Deputy Director to generate the LJ Semi-Annual Report. The deadline for submission by the Data Analyst is February 28th and August 31st. Continually provide ongoing review of data sources required to report on those measures (e.g., data provided DHS and its contractors, data generated within BCDSS, MATCH data) and analyze those data sources and reports generated to ensure that the data generated for the L.J. reports is reliable, valid and accurate. Generate reports for BCDSS management and the IVA on a weekly, monthly, and quarterly basis to clearly document and communicate Child Welfare performance data related to the LJ measures; to bring to BCDSS and IVA attention problems with data or data report reliability, validity or accuracy; and to analyze, present, and deliver reports to identify trends and challenges. Assist with technical writing and strategic planning using best practices.
Make program and service delivery recommendations based on information received from external stakeholders, Director of Innovations and the on-site JFI Data Analyst. Provide data sets, executive summaries, info graphs and other material for senior management staff to review.
Participate in planning and team meetings. Setting priorities for on-time deliverables. . Assist with development of and revisions the semi-annual LJ report.
The Policy Specialist will collaborate with the Senior Program Analyst at JFI, BCDSS, IVA, DHS and MD THINK staff to automate existing performance management data products and those for use with the new CJAMS database. This includes collaboration with the team to document and develop new business rules as necessary for the LJ measure instructions and measure reporting.
Work with Assistant Director, IVA, other BCDSS and DHS analysts and BCDSS staff and management, as appropriate, to reconcile data produced for the L.J. reports with other data used to inform child welfare practice and for other non-L.J. reporting requirements.
Education: Baccalaureate in Social Work, Business Administration, Public Policy, Political Science, Government or related degree required. Education at the graduate level at an accredited college or university in a human service related field may be substituted at the rate of 30 semester hours per year for the required experience.
Experience: Three years of experience working in public-sector or non-profit agencies on community and economic development or constituent services or advocacy for vulnerable populations is required. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.
Required Knowledge, Skills and Abilities: Microsoft Office Suite including Excel, PowerPoint.
The incumbent will have excellent writing skills with the ability to interpret data in order to present a report that covers all the measurements identified in the LJ consent decree, along with sharing trends and recommendations to the BCDSS Child Welfare Leadership. Also have the knowledge, skills, abilities, and key competencies of the data products. The ability to adjust to shifting priorities, demands, and timelines through analytical and problem solving capabilities. Also have the ability to work in a collaborative team-oriented environment. Skills in eliciting information and cooperation from clients, contractors, and other stakeholders. Ability to learn, understands, and applies new technologies. Ability to perform efficiently under pressure. At all times, the incumbent will provide customer service to both internal and external customers that meet or exceed the standards set by the Department. The incumbent will adhere to all confidentiality standards set by the Department.
No special hours; 20 hour per week during business hours.
