The Senior Data Analyst will assess agency data, identify trends, and present data in comprehensive dashboards for the Family Investment Administration (FIA) programs for Baltimore City Department of Social Services. FIA provides public benefits and workforce development programs to BCDSS customers. The Senior Data Analyst is responsible for the data collection, management and advanced data analysis for FIA programs by providing continuous quality improvement through assisting with designing, creating or recommending data management platforms; serving as the agency's subject matter expert for data by demonstrating knowledge of data sources, availability, meaning and analytics and providing data context for new, innovative programs; and automating current existing data collection and analytical processes. The Senior Data Analyst will build and deploy forecasts and report key performance indicators for senior leadership and partner with the collaborators to deliver relevant analysis and insights. The Senior Data Analyst will draft data reports and narratives to help agency leadership 1) track its progress in meeting goals of PASS Plans, Strategic Plans, and other agency initiatives, 2) assess investments in various contracts and programs, and 3) and monitor the performance of contractors providing services to TCA customers. The Senior Data Analyst will report to the Public Policy Manager and work directly with Deputy Director, Assistant Deputy Directors, and other FIA Senior Leadership team members.

Key Responsibilities:
1. Aid in ongoing performance management by collecting and interpreting data from various sources by compiling, interpreting and presenting data; generate routine and ad-hoc reports; and analyze data to identify trends, patterns, and progress towards key performance measures.
2. Automating business intelligence and FIA dashboard reports. The Senior Data Analyst will collaborate with BCDSS staff to automate existing data products using R programming. This includes documenting business rules, writing scripts in R to clean, analyze, present, and deliver data and establishing corresponding data management practices. An interest in and facility with large data sets (>5,000 records) is required.
3. Provide data analytics and expertise with major policy and programmatic initiatives. The Senior Data Analyst will use their knowledge of data analytics to support new initiatives, such as implementation of the Focused Learning and Education Experiences (FLEX) program, the Workforce Innovation and Opportunity Act (WIOA), and a Two-Generation Approach to reducing poverty.
4. Designing and implementing new business processes. The Senior Data Analyst will apply process improvement principles to review, redesign and improve business processes related to workforce development.
Education: Bachelor’s degree in Information Management, Mathematics, Statistics, Public Administration, Public Policy, Public Health, Data Science, or other related field/discipline is required. Master’s degree in Statistics, Public Administration, Public Policy, Public Health Data Science, or other related field/discipline is preferred.
Experience: Four years of professional experience, with at least two years of experience cleaning, analyzing, and visualizing data using R, Excel, Tableau, Microsoft Power BI, Qlik, Alteryx or other business intelligence/statistical software is required.
