The Facilities Operations Manager reports to the Director of Facilities Management and serves an integral function in the Department of Facilities Management by supporting and managing departmental operations. This position manages departmental operational personnel and contractual support, oversees life safety systems conformance, supports physical plant managers and supervisors, and performs other duties as appropriate. The position of Facilities Operational Manager requires technical expertise and professional demeanor to effectively handle building operations, emergencies, planning and scheduling of equipment preventive maintenance, and other tasks as required. The Manager is responsible for providing technical direction and support of physical plant operational staff for maintenance of buildings and related equipment on campus. Primary responsibilities are oversight of operational personnel associated with mechanical, electrical, plumbing (MEP) and life-safety; secondary responsibilities are support of painting, carpentry, locksmith, shipping and receiving, housekeeping, recycling, and groundskeeping. The Facilities Operations Manager will work to implement reliable and efficient building operations, energy saving measures, evaluate environmental factors, and provide technical support of campus operations. This position interacts with internal clients and external contractors for diagnostics, planning, implementing and oversight of repair and maintenance (R&M), environmental hazard remediation assignments, and facility renewal projects. Key Functions/Responsibilities/Tasks:
Plans, supervises, and coordinates the MEP/life safety trade activities of assigned personnel; plans, supervises, and coordinates, either directly or in conjunction with area managers, physical plant staff work assignments and activities. Responds to inquiries and complaints from the user departments and internal customers. Schedules and coordinates operational activities with the user departments and internal customers and provides technical expertise and guidance to staff. Provides training to staff in work methods and safety practices and recommends areas for individual training and development.
Evaluates and inspects work progress for quality control and triages staff response for normal operational and emergency needs and determine level of response required. Determines strategy and provides follow-up with management in affected area. Ensures compliance with projected results, code and regulatory requirements, and campus standards and specifications are met.
Manages the computerized maintenance management (CMMS) system, the Team Dynamix software program, for work request assignments (WO) and preventative maintenance (PM) management. Ensures timely completion of PM’s and WO’s, runs key performance indicator (KPI) reports, evaluates and adjusts existing PMs, and develops new PM’s to assure a robust and accurate PM program. Identifies and tracks deferred maintenance, plans for equipment renewal, performs life-cycle evaluation, and asset management. Examines operational equipment and work sites to verify safe and efficient operation of equipment. Schedules and coordinates utility outages, building system shutdowns, and other operational interruptions affecting internal customers and surrounding community.
Ensures adequate supplies, materials and equipment are maintained for the area; initiates and/or prepares documentation related to purchasing. Recommends and supervises vendors. Recommends special work or necessary equipment replacement/upgrades based on life-cycle and field conditions.
Produce documentation and meet procedures for operational requirements – procurement (RFP, RFQ, PO, and P-Card), CMMS (Team Dynamix), reports (Excel, Word), and professional correspondence (email, written and oral communication).
When necessary, serves as working supervisor to meet the demands and needs of the situation. Performs other work and assignments as deemed necessary to support departmental operations.
Ability to respond to off hour emergencies and call-in requirements. Work when special administrative leave granted (university closed) and extended hours as required. Respond and assist with snow removal and inclement weather events.
Required Education:
Bachelor’s degree required. Additional related experience can substitute for education on a year-for-year basis.
Trade school graduate, Construction Management certification, or trades license in related MEP disciplinary field highly preferred.
Required Experience:
4 years of progressively responsible experience in one of the following disciplines: commercial construction, commercial building management with preference in higher education setting.
