Director of Finance and Administration

Working closely with the Dean, the Director plays a key leadership role in the College of Arts and Sciences (CAS), providing strategic direction for the development, enhancement and implementation of financial and administrative operations.  Areas of responsibility for this position are all facets of fiscal management as well as human resource management and administrative operations (purchasing, property, facilities) for the College.  Duties include:

  • Oversees all fiscal operations of the College, including accounts that are housed in the following fiscal areas:  state, overhead, Foundation, Centers, grants and contracts.  Advises the Dean on the financial status of the College and assists in formulating fiscal policies to achieve College goals and objectives.
  • In consultation with the Dean, prepares the annual budget for the College.  Works closely with the Provost’s Office and the University Budget Office and Comptroller’s Office to resolve budget and accounting issues.  Reviews and reconciles budget reports provided through PeopleSoft.  Prepares and analyzes periodic financial reports.  Prepares budget amendments and maintains records of salary and FTE encumbrances.
  • Administers the annual operating budget and any supplemental funds for the College and designs and maintains processes to control and monitor spending at the division and college levels.  Responsible for the maintenance of all financial records and all financial transactions, including bookkeeping and financial record keeping.
  • Approves all expenditures, including but not limited to credit card purchases, purchase requisitions, interdepartmental transfer of funds, equipment, supplies, printing, travel, and services.  Supervises and coordinates purchasing and procurement for the College.  Responsible for maintaining proper documentations, signatures, and receipts of expenditures for procurement card program.  Reviews spending versus budget with the Dean as purchases are considered and brings anomalies to the Dean for resolution/discussion.  Analyzes areas of expenditures and revenues, identifies problem areas and recommends changes.
  • As a member of the leadership team, participates in strategic and financial planning for the College.  Develops and implements short and long-term goals for both financial and administrative strategies.  Provides research, analysis, and modeling in support of information-based decision making for purposes of budget evaluation, human resource planning, facilities and space management, and equipment/technology planning. Assists and develops cost projections such as salary and fringe benefits, replacement equipment, office furnishings, etc.  Prepares data projections to show effects of different scenarios that may affect College revenues and expenses, such as, but not limited to, enrollment fluctuations, endowment growth, and new programs.
  • Partners with the Office of Sponsored Research to increase funding opportunities for the college and manage sponsored program funds in accordance with federal, state, and UB guidelines.
  • Coordinates faculty and staff recruitment and appointments for the College in partnership with the Associate Dean.  Coordinates human resource and payroll functions within the College to ensure effective human resources utilization, timely filling of position vacancies, and equity in hiring amount divisions and units.  Advises the Dean on use of vacant lines and tracks salary savings.  Ensures that personnel searches are conducted according to university and EEO/AA policies, goals, and procedures.
  • Identifies and implements policies and procedures to streamline financial and administrative operations within the College to reduce errors and increase efficiencies.
  • Performs general administrative functions, when required:  obtaining keys, parking, and other functions of the College.  Maintains property inventory.
  • Provides strategic planning for space and facilities by examining space needs and preparing projections for future needs.  Oversees the renovation or relocation of Colleges or division offices, administrative, and research areas.  Manages facilities to include supervision of routine maintenance and supervision and coordination of all capital building improvement projects for the College.
  • Oversees the CAS Travel Guidelines for faculty development; tracks expenditures and paperwork.
  • In conjunction with the Office of Technology Services, oversees the technology needs of the College.  Plans and budgets for technology upgrades and service contracts.
  • Assists the Dean in fostering and encouraging cooperation between and among College divisions to enhance the efficiency and effectiveness of the College and the University as a whole.
  • Serves on committees and task forces, etc., as assigned.

QUALIFICATIONS:

  • Bachelor’s degree in business administration, public administration, accounting, finance or related field required.  Master’s degree is preferred.
  • Requires at least 5-7 years of related business or administrative experience, preferably in a higher education setting, including at least 2 years in a management/leadership capacity.

Additional requirements:

  • Proven expertise in financial analysis and reporting; comprehensive knowledge of budget, procurement, grants, and support of human resources.
  • Knowledge of PeopleSoft finance.
  • Strategic and analytical thinking skills with an ability to solve problems and make decisions.
  • Ability to network and interact with key groups and individuals to form effective partnerships.
  • Proven abilities in leadership, coaching and teambuilding to strengthen and cultivate relationships.
  • Excellent written, verbal, organizational, and presentation skills; attention to detail.
  • Experience in acting with the highest level of diplomacy, confidentiality and trust.
  • Ability to project a professional and positive image of the institution.
  • Ability to coordinate and in some cases, direct the actions of staff with tack on behalf of the Dean.
