Senior Budget Analyst

Working closely with the Dean and academic leadership, the successful candidate will manage approximately $5 million dollar budget and fiscal operations related to a variety of funding sources including state revenues, grant funds and endowments.   Key elements of this position focus on financial management, financial policy and strategic budget and space planning for the College. Accomplishments are directly influenced by this professional’s guidance and hands-on energies contributing to the College’s ability to anticipate and respond to the financial challenges and opportunities facing higher education.

Job Duties/Responsibilities

Financial Management and Administration:

• Oversees all fiscal operations of the College, including accounts that are housed in the following fiscal areas:  state, overhead, Foundation, Centers, grants and contracts.

• Regularly advise the Dean on the financial status of the College including financial balances in key budget areas related to personnel, travel, supplies and equipment, UB Foundation accounts, and overhead accounts.

• Administer the annual operating budget and supplemental funds for the College and designs and maintains processes to control and monitor spending at the division and college levels.  Responsible for the maintenance of all financial records and all financial transactions, including bookkeeping and financial record keeping.  

• Monitor and, where relevant, approve approves all expenditures including, but not limited to, credit card purchases, purchase requisitions, interdepartmental transfer of funds, equipment, supplies, printing, travel, and services.  

• Maintain proper documentation, signatures, and receipts of expenditures for procurement card program. Reviews spending versus budget with the Dean as purchases are considered and bring anomalies to the Dean for resolution/discussion. Analyzes areas of expenditures and revenues, identifies problem areas and recommends changes.  

• Manage sponsored program funds in accordance with federal, state, and UB guidelines. Consult with faculty in preparation of proposals for extramural grants and contracts.
• In conjunction with the Office of Technology Services, oversees the technology needs of the College.  Plans and budgets for technology upgrades and service contracts.

Strategic Budget and Space Planning:

• In consultation with the Dean, prepare the annual and supplemental budgets for the College.  Works closely with the Provost’s Office and the University Budget Office and Comptroller’s Office to resolve budget and accounting issues. Reviews and reconciles budget reports provided through PeopleSoft.  Prepares and analyzes periodic financial reports. Prepares budget amendments and maintains records of salary and FTE encumbrances.

• Provides strategic planning for space and facilities by examining space needs and preparing projections for future needs.  Assists the Associate Dean in space planning, and coordination of all capital building improvement projects for the College.

• As a member of the leadership team, participates in strategic and financial planning for the College.  Provides research, analysis, and modeling in support of information-based decision making for purposes of budget evaluation, conducts financial analysis and forecasting; and equipment/technology planning. Assists and develops cost projections such as salary and fringe benefits, replacement equipment, office furnishings, etc.  

• Serves on College committees and task forces as assigned to provide these groups with expertise in financial planning, fiscal management, fiscal policy, budget implications, and space management.  Serves as the College’s representative on University committees dealing with financial management.

Financial Policy:

• Takes lead role in formulating and revising/updating fiscal policies to achieve College goals and objectives and ensure that College policies and activities are consistent with all relevant campus and University System of Maryland policies.

• Identifies and implements policies and procedures to streamline financial and administrative operations within the College to reduce errors and increase efficiencies.

• Oversees implementation of the CPA Travel Guidelines for faculty development; tracks expenditures and paperwork.


• Performs other duties as assigned by the Dean or Associate Dean.


Candidates for this position are required to have:

• Bachelor’s degree in accounting, finance, business administration, public administration or related field.  

• Five to seven years of  progressive budget/account management and financial analysis in a complex and/or administrative environment.

• Proven expertise in financial analysis and reporting, knowledge of budget, procurement and grants management, familiarity with workforce management programs and knowledge of financial tools and technology.  

• Strategic and analytical thinking skills with an ability to solve problems and make decisions.

• Ability to network and interact effectively with key groups and individuals to form effective partnerships.

• Sound written, verbal, organizational, and presentation skills; attention to detail.

• Ability to manage multiple priorities in a complex administrative setting.

• Experience in acting with the highest level of diplomacy, confidentiality and trust. Ability to project a professional and positive imagine of the College and University.

It is preferred that candidates have:

• Master’s degree in accounting, finance, business administration, public administration or a related field.

• Experience in financial management and planning in a higher education setting.

• Knowledge of PeopleSoft systems and applications.
