The University of Baltimore’s (UB) Office for Human Resources is looking for a talented information technology professional who seeks to be a contributing and collaborative hands-on HCM Operations Manager with in-depth knowledge of and demonstrated expertise with PeopleSoft Human Capital Management (HCM) 9.0.

The successful candidate will be given opportunities to provide informed and knowledgeable production support and systems assessments related to workforce transactions, including support related to position management and payroll operations.  You will excel when demonstrating skills in your ability to develop and articulate informed rationales and reasonable recommendations.  New and contemporary perspectives garnered from lessons learned and risks taken reflect well in the candidate who delivers credible and realistic planning valuations and thorough identification and prioritization of activities to achieve expected outcomes.

Expertly serving as the primary production/functional support and management of UB’s PeopleSoft Human Capital Management (HCM) system, your talents will benefit the institution when triaging and resolving complex system and/or application issues related to HCM modules such as workforce administration, recruitment, payroll, position data, and related functions.  Effectively partnering with Offices of Budget, Finance, Comptroller, Payroll and Technology Services (OTS) staff and subject matter experts, you will have the opportunity to positively impact and support end users while streamlining and improving current business and transactional processes.

As HR Operations Manager, your responsibility encompasses defined roles in upgrades and conversions; documenting changes, testing modifications; monitoring data conversion and developing user training.  You will expertly oversees the creation and execution of test plans, evaluate results and recommends solutions.

Your talents will be leveraged in both overseeing and performing quantitative data analysis and research across the range of functions, using standard reporting tools, data extraction tools, surveys, and data reporting mechanisms.  The results of your contributions include the development of key measurements, trends and benchmarks reports and analysis.

Your welcomed challenges will be the creative work you will deliver in researching, developing, orienting and implementing improved business processes utilizing technology to create more efficient and effective use of resources.  And you won’t be doing this alone.  Under your charge are two HR Associates primarily responsible for HCM transactions who are looking for mentoring leadership that will afford development opportunities and learning moments that increase the value of their daily contributions.  In addition, you will effectively partner with a comparably talented HRIS Functional Development Lead whose history with the organization will prove invaluable in the development of your understanding and assimilation of how we got to where we are today.  You will also be communicating and coordinating with other project team members and campus managers to ensure appropriate integration of processes and modules across the enterprise.

Required qualifications include a Bachelor’s degree in Management Information Systems, Business Administration, Accounting or related field with a minimum of 5 years direct and progressive experience in an IT functional area/role.  Two years of demonstrated experience in developing business metrics, and two years management experience with ERP systems such as PeopleSoft.   Demonstrated knowledge of relational databases concepts and associated reporting and metrics development.

This role is accountable/reports to the Assistant Vice President for Human Resources while in close collaboration with the Associate Vice President for Finance.  Included in this matrix reporting model is strong collaboration with the Budget Office, Position Management, Finance, Comptroller’s Office/Payroll, Office of Technology Services, etc.

It would be additionally beneficial and preferred if your background included a minimum of three years in a progressively responsible management role related to an enterprise resources system; two years in a higher education/university environment with PeopleSoft experience.

We are also looking for demonstrated skills, knowledge and abilities in the all or a combination of the following areas: theoretical and practical aspects of developing and utilizing statistical methodologies to measure business data and evaluate outcome metrics against strategic goals; developing/utilizing various forms of communication with a highly diverse organization; working collaboratively within a multi-disciplinary team made up of various constituents including HR, IT, faculty, research and business professionals, in addition to contract/contingent workforce members; managing duties and tasks that are frequently non-routine; and possessing customer service, communication and organizational skills.
