2.456 Critical Notifications

2.456.02 Campus Safeguards

A. This directive is to establish procedures to safeguard the campus during critical emergency situations.

2.456.04 Protection of Campus Community

A. It is the responsibility of the agency to protect the students, faculty, staff and assets of the University of Baltimore, specifically during extreme emergency situations. 

B. In order to accomplish this mission, sufficient departmental resources must be assembled and deployed to ensure the safety of the university community. 

C. This action must be accomplished in a time-sensitive manner to reduce injuries, property damage, and criminal acts. 

2.456.06 Crisis Condition

A. If a Crisis Condition – Level 4 or Level 5, as specified in the Emergency Preparedness Manual is announced, the agency shall enter into a Critical Alert status. 

B. If the Chief of Police or his designee announces a Critical Alert, the following emergency staffing protocols will immediately become effective, and remain so for the duration of the emergency. 

C. A Crisis Condition – Level 3 may also demand a Critical Alert status but that decision will be made on a case-by-case basis by the Chief of Police or his designee.

2.456.08  Emergency Declaration

A. When an emergency is declared on Shift One (2300x0700hrs) between the hours 2300-0300hrs, all Shift Three UPOs and select number of Security Officers will be called back.

B. If the emergency occurs between 0300-0700hrs, all Shift Two UPOs and select number of Security Officers will be called in early. 

C. The shift that reports for duty shall begin a 12-hour shift from the time the first officer was notified. 

D. The other shift (not immediately reporting for duty) shall be notified to report at a specified time as established by the Chief of Police or his designee.

E. If an emergency is declared on Shift Two (0700x1500hrs), all UPOs and a select number of Security Officers will be extended until 1900hrs. At which time, Shift Three UPOs and a select number of Security Officers shall be notified to report at 1900hrs and work until 0700hrs the following day.

F. The shifts will continue to rotate in this manner (0700x1900 and 1900x0700) until the emergency situation has been downgraded.

G. If an emergency is declared on Shift Three (1500x2300hrs), all UPOs and a select number of Security Officers will be extended until 0300hrs. At which time, all Shift Two UPOs and a select number of Security Officers shall be notified to report at 0300hrs and work until 1500 hrs the same day. The shifts will continue to rotate in this manner (0300x1500 and 1500x0300) until the emergency situation has been downgraded.
