Professional Experience
University of Maryland, Baltimore 2002-2004
Appointed by the President as Executive in Residence for
the Office of Research and Development with specific
responsibilities to augment the flow of technology
commercialization opportunities and facilitate their negotiations
and fundraising. Since 1999, at the request of the President and
the Board, served as the University's representative on the
boards of directors of two (2) licensees of university-based
technology.
Baltimore City Parking Authority, Inc. 2000-2002
Recruited by the Mayor's Search Committee to be the
founding Executive Director (interim) of the ordinance-mandated
Parking Authority, a $50 million per year, highly decentralized
enterprise at the outset. Accomplishments include its formation,
organization, staffing and revenue enhancement. Management
responsibilities encompassed overall operations of off-street/
on-street parking and the negotiations of new capital budget
facilities, both publicly and privately operated. Critical areas
included contract compliance, bond financing and economic
development; and the creation of new parking tax legislation that
was overwhelmingly approved by the City Council, signed by the
Mayor and enacted July 1, 2002. The Executive Director functions
as a member of the Mayor's Cabinet.
University of Baltimore, Merrick School of
Business 1999-Present
Executive in Residence for Innovation and Entrepreneurship
(1999-2001) and Executive Director of the Entrepreneurship
Program (2002-04), appointed by the President and Dean to serve
as the School's practitioner expert in entrepreneurship and
provide leadership and expertise on issues related to business
and industry. Activities include guest lectures and assisting the
School in attaining its goal to establish itself as a center for
entrepreneurial study and resources. In August 2000, received an
appointment as Clinical Assistant Professor and have subsequently
taught three newly designed graduate level courses: Venture
Capital Finance in the Merrick School of Business, The
Design-Business Link in The Yale Gordon College of Liberal Arts,
and Social Entrepreneurship in both schools; as well as courses
in Entrepreneurship, New Venture Creation, and Financial
Management. Received the H. Mebane Turner Service Award in 2005,
2006 and 2010 and the T. Rowe Price Teaching Award in
2006.
Maryland Venture Capital Trust 1990-2002
Founding Managing Director (1990-94), with primary
responsibilities for the organization, fundraising, managing and
investing of $19.1 million of this first-of-its-kind fund of
funds. Success of the fund exceeded the General Assembly's
expectations. Since 1994, retained as Special Consultant to the
gubernatorial-appointed Board of Trustees to oversee the
management, operations and audits of the Trust. Investors
included state and local public employee pension funds and the
State of Maryland.

Member, Board of Directors of this 7 year old company
which has demonstrated, in conjunction with the Johns Hopkins
School of Medicine, leadership in the fields of software and
hardware development for the sleep apnea and awareness monitoring
markets.
Chesapeake Biological Laboratories, Inc., Baltimore,
MD (NASDAQ: CBLI) 1986-1998
Recruited by the Board in early 1996 as President to
execute expansion plans. Accomplishments include:
ISO 9001 Certification (7/96);
Expansion site identification, acquisition, IRB tax-exempt
bond financing and build-out of 70,000 square foot parenteral
manufacturing facility (11/96);
Qualifying and transferring stock listing from the
American Stock Exchange Emerging Company Marketplace to the
NASDAQ National Market (5/97);
Oversubscribed secondary public offering underwritten by
Ferris, Baker Watts, Inc. (6/97);
On-time, on-budget build-out and record FDA facility
approval (7/98);
Sustained 3 year revenue growth and market capitalization;
and
Collaboration with EBMC, BCCC, Margaret B. Penno, Ph.D.
(Johns Hopkins) on unique customized
laboratory technician program resulting in the hiring of
12 newly trained Empowerment Zone residents. Elected to the Board

Managing General Partner and co-founder of an
equity-oriented and regionally focused Small Business Investment
Company. Awarded SBIC license (1994) six weeks after submission
with $21 million under management. Investors included local,
regional and national banks, state and local
governments.
Arete Ventures, Inc., Baltimore and Rockville,
MD 1984-1990
Vice President and Director of Areté Ventures (est.
1983), the managing partner of the Utech Funds. Participated in
the formation (3 partnerships) and investment management of $60
million of venture capital. Investors included publicly traded
U.S. electric and gas utility companies and several international
utilities.
From 1969 to 1984: Commercial Lending Officer with the
Union Trust Company of Md. (now Wachovia) and First National Bank
of Md. (now M&T Bank); Senior Vice President, Baltimore
Economic Development Corporation and Acting President of its
affiliate Bedco Development Corp, an SBA licensed Section 503
CDC.
