Jeffrey Ian Ross, professor in the University of Baltimore's School of Criminal Justice, says the city's recent spate of violence—20 people were shot this past weekend—is not a problem to be solved by putting more police on patrol or more offenders in jail.
"Levels of violence aren't going to go away simply because we put more police on the street or we have longer sentences or more people behind bars," Ross told WJZ-TV.
