Jeffrey Ian Ross, professor of criminal justice in the University of Baltimore's College of Public Affairs, tells Washington's WUSA-TV that Baltimore law enforcement officials have increased efforts to battle a recent rise in violent crime. The city has established partnerships between various crime-fighting agencies, Ross says, and has stepped up the number of arrests for those with outstanding warrants.
