Charles Tiefer, professor in the University of Baltimore School of Law, tells CBS News that "nobody can want" to return to the days of a special prosecutor investigating the executive branch for months or years at a time. Tiefer testified at a House Committee on the Judiciary hearing on July 30, concerning allegations that IRS officials acted against certain political groups.
The hearing considered whether the committee should appoint a special counsel to investigate the IRS for allegedly targeting certain political groups and organizations. In addition to his written statement, Tiefer was one of only three witnesses to appear before the committee.
