Interviewed in The Baltimore Sun, University of Baltimore College of Public Affairs Dean Roger Hartley says a proposed change to the Anne Arundel County charter to allow the County Council to approve county executive picks for police chief will represent a significant shift in political dynamics.
"An executive about to make a pick would have to think, 'Is this someone I can get approval for?'" Hartley says, noting that the proposal would bring the county closer to the federal model, where an executive branch picks for agency heads are vetted by the Senate.
Hartley said the change would transform the county's hiring of its police chief into a "political negotiation."
