Prof. Tiefer: In Wake of Declaration of National Emergency, 'Bill After Bill' to Prevent Future Wall Funding

Quoted by Bloomberg News, Charles Tiefer, professor in the University of Baltimore School of Law, predicts that Democrats will sue to try to stop President Trump's declaration of a national emergency over funding for a southern border wall. Tiefer says that future government-funding bills may specifically forbid such appropriations.
Tiefer told Bloomberg that the House of Representatives, controlled by the Democrats, would have standing to attempt to litigate against the declaration, and, in addition, lawmakers may seek to craft future spending bills so that no such funding is possible.
"What you would see is bill after bill coming out of Congress specifying that funds in those bills cannot be used for a wall," he said.
