The University of Baltimore has developed a furlough plan for Fiscal Year 2010 to address the state-wide budget reduction as directed by the University System of Maryland Board of Regents. As was the case with the FY09 furlough plan, the key principles of the plan aim to minimize the program's impact on students and lower-paid employees.
Closure and Furlough Days
There are two elements to this year’s plan:
University Closure Days
The University of Baltimore will be closed for 3 days in FY2010. The closure dates are:
- December 21 and 22, 2009
- March 19, 2010
UB will close on these dates; however, the Department of Public Safety will operate as it does during other University closings. All other employees excluded from the furlough plan may use annual leave, personal leave, or leave without pay.

Furlough Days by Salary Level
In addition to the University closure days, some employees will take furlough days. Furlough days are allocated based on salary, as indicated in the chart below.

* Employees earning up to $34,999 may take accrued annual or personal leave for 2 closure days. The third closure day must be taken without pay. If an employee does not have accrued leave to offset closure day(s), they must take the day(s) as no pay.
University Closure Days
The pay reduction from the University closure days will be distributed in equal amounts beginning with the October 21, 2009 pay period for regular employees and the October 28, 2009 pay period for contingent II employees. The pay reduction will end no later than the pay periods ending May 18, 2010 and May 25, 2010, respectively. The pay reduction for employees with 3 University closure days will be in 1.6 hour increments for 15 pay periods. Reductions for employees with 1 University closure day will be in 0.8 hour increments over 10 pay periods.Employees earning $34,999 or less may take accrued annual or personal leave for 2 closure days, and take the third day without pay.
Additional Furlough Days
Employees with additional furlough days—those earning $60,000 or more—must take the remaining days before the fiscal year ends on June 29, 2010. Employees must obtain supervisor approval when scheduling furlough days. Furlough day pay reduction will occur in the pay period the furlough day was taken.
Furlough Exclusions
Adjunct faculty, part-time contingent I and II employees, full-time contingent I, graduate assistants, student wage employees, all H-1B visa employees, and Department of Public Safety personnel are excluded. 100% grant-funded employees may be excluded depending on the grant funding source. All grant-funded employees will be contacted no later than October 2, 2009 to address their furlough obligations.
Employees excluded from furloughs cannot work on the University closure days, except Department of Public Safety personnel; Public Safety will operate as it does during other University closings. All other excluded employees may take accrued personal or annual leave, or leave without pay for those days.
