BILL NELSON

William (Bill) Nelson joined the UB staff in 2009 in the role of Assistant Vice President. For most of his career, Bill worked for Eastman Kodak Company in various HR roles including compensation, benefit, and HR positions in the Greater Asia Region (Singapore) and Toronto, Canada. More recently, he worked at University of California, Los Angeles as Director of Compensation and Policy, and Amgen, Inc. in Thousand Oaks, CA as Executive Director of Human Resources.

Bill’s responsibilities at UB include the development and implementation of a comprehensive human resources strategy and programs that support the vision and mission of UB.  His responsibilities include providing leadership to the HR organization, working collaboratively with UB leaders and employees in defining and addressing HR needs, and resourcing plans and programs to address those needs.

Bill received a B.A. in political science and M.S. in industrial and labor relations from Loyola University of Chicago, and an M.B.A. from Rochester Institute of Technology.

Rebecca Spence joined the HR team in 1999. She served as Assistant Director of Human Resources for the City of Middletown, Connecticut. In addition to the varied HR related duties, she participated in negotiations with four unions and was involved in all other aspects dealing with labor relations.

Rebecca holds a B.S. from Atlantic Union College, and a Master's Degree in management with emphasis in human resources from Ransselear Institute.

Sally Brown joined the UB staff in 2004. She worked previously for 4 years at the University of Maryland, Baltimore, first as a Senior Staffing Specialist and then as a Senior Compensation Analyst. Her responsibilities at UB include overseeing recruitment for all staff positions, developing and maintaining exempt salary ranges, reviewing reclassification and salary adjustment requests, and working on special projects related to compensation and recruitment.

Sally received a B.S. in industrial and labor relations from Cornell University and an M.B.A. from the University of Baltimore. She is also certified as a Senior Professional in Human Resources (SPHR) by the Society of Human Resource Management (SHRM), and a Certified Compensation Professional from World at Work (formerly the American Compensation Association).

Monifa Brooks joined the HR Department in June 2004 as a student assistant and moved into the position of Human Resources Associate II in October 2004. As PeopleSoft Functional Coordinator, Monifa is now responsible for PeopleSoft responsibilities including working to resolve timesheet issues, payroll problems, and funding issues.  She also works with adjunct contract processing and maintenance for new and renewal contingent employees.

Monifa received a bachelor's degree in business administration. 

ALISON BROWN

Alison Brown joined UB in 2007. She previously worked at a non-profit agency in Baltimore as a Human Resources Coordinator for 5 years with a wide range of HR responsibilities including recruiting, personnel records management, and managing employee orientation programs. She then worked as a Human Resources Generalist for 1.5 years for a private security integration firm in Glen Burnie, Maryland where she was responsible for employee benefits administration, HRMS implementation and coordination, staffing strategies, and employee performance evaluations. She now concentrates on benefits administration, FMLA, and Tuition Remission.

She holds a B.A. and M.S. in sociology from Morgan State University. She is also certified as a Professional in Human Resources (PHR) by the Society of Human Resource Management (SHRM)

Mark Emmel joined UB in May 2006 as the Manager of Training and Development. He has over 20 years experience in training and development in a variety of public and private sector environments. Mark manages the President’s Leadership Program, customer service training initiatives and an expanded HR training and development program.

Mark holds a B.A. in business administration from Loyola College and an M.A.S in human resource development from Johns Hopkins University.

James Hale joined UB in July 2007 as the Employment Contract Specialist. Prior to coming to UB, James worked at Macy's as a Recruiter/Human Resources Administrator and a Regional Associate Training Coordinator.

James holds a B.A. in business administrator from Towson University with a concentration in management.

Patrice Mason joined the UB staff in 2005.  Her responsibilities include recruitment for all staff positions and special projects related to recruitment. Before joining UB's staff, she worked for an educational consulting firm on a long-term Human Resources contract with primary responsibilities in recruitment.

Patrice received a B.A. in political science from Johns Hopkins University.

STACEY MARRIOTT

Stacey Marriott joined UB in July 2004 as a senior customer service analyst for the Office of Technologies Call Center. In July 2006, Stacey transitioned into a shared position with OTS and HR as a technical writer and web content coordinator. Prior to joining the UB community, Stacey worked at University of Maryland College Park, University of Massachusetts Amherst, and a private IT firm in Boston providing information technology support and training.

Stacey received a B.A. in psychology from University of Massachusetts Amherst.

JUDITH MCDONALD

Responsibilities: support the HR Director and HR Associate Director; billing matters including temporary clerical services; office advertising budget; worker's compensation reporting/billing; training and other events registration; special events; office advertising budget; and leave audits.

Judith joined the HR team in August, 2002. She formerly worked at UMBI in the Office of the President.

DAFNEY WINKLER

Dafney Winkler came to UB as a temporary employee in October 2005. In March 2006 she officially joined the HR team as an Office Clerk.

Reporting to the Compensation and Recruitment Manager, Dafney’s main responsibilities are to serve as the receptionist for the HR Office and to process the large volume of resumes we receive every week. She’s also responsible for maintaining forms, filing, and assisting with department projects.
