Finance Professor: Health Care Law May 'Reshuffle Income Deck'

Steve Isberg, associate professor of finance in the University of Baltimore's Merrick School of Business, tells Fox News that the nation's new health care law may not spark economic growth, since many who sign up will seek an income level that allows them to benefit from the plan.
A new report from the Congressional Budget Office points to a "reshuffling of the income deck from one group to another," Isberg says. "You're not talking about growing your economy."
The CBO report, which the White House disputes, says that some workers may seek part-time jobs or ways to avoid wage increases, or even drop out of the labor pool altogether, in order to financially qualify for the federal health care insurance plan.
