Full-time position; occasional evening and weekend work may be required. The Survey Research Manager is expected to be available during evening and weekend survey hours to respond to issues that interfere with the operation of the survey center including technical problems, inclement weather, building issues, etc.

Key Responsibilities:
Supervise Schaefer Center’s survey staff including telephone interview supervisors, telephone interviewers, and field interviewers.
• Interview and train telephone interview staff and telephone supervisors.
• Interview and train field interview staff.
• Establish work schedules for telephone supervisors, telephone interviewers, and field interviewers to ensure appropriate staffing while maintaining cost efficiency.
• Ensure timely and cost efficient completion of projects.
• Provide interview staff with project synopsis, key client information, status updates, and amendments to survey instruments.
• Serve as a resource for Telephone Supervisor and Telephone Interviewers.
• Evaluate CATI lab personnel’s job performance and take appropriate action, provide feedback, and coaching. Maintain progress/performance records for telephone supervisors and telephone interviewers.
• Create and maintain job manual for Telephone Supervisors that includes communications log, instructions for all CATI system lab functions, updated list of CATI personnel, emergency and daily responsibilities and duties of supervisors and interviewers.
• Arrange for card key access to the Schaefer Center building for interview staff ensuring that access is only provided as appropriate.
• Review and approve travel reimbursement requests
• Maintain accurate record of billable hours for telephone supervisors, telephone interviewers, and field interviewers.
• Maintain supply of survey lab materials.
• Train CATI interviewers, CATI supervisors, and field interviewers in the use of various software, hardware and skills needed to complete survey and interview projects.
Project Management
• Serve as main point of contact for clients.
• Serve as communications link between the Director of the Schaefer Center for Public Policy, Director of Survey Research, clients, and CATI and field interview staff – inclusive of, but not limited to, progress reports on projects, personnel issues, and recommended solutions.
• Manage project resources, including personnel, materials, training, and financial resources to complete projects on time and on budget.
• Proactively initiate and negotiate modification to project contracts and grants in order to meet changing needs of projects(s) in coordination with the Schaefer Center Director, Assistant Director, and Budget Analyst.
• Ensure proper protection of human subjects through timely submissions to the Office of Sponsored Research’s Institutional Review Board.
• Ensure proper human subjects protection where specific training is required for project(s).
• Coordinate work with subcontractors including field interviewing companies, CATI subcontractors, printing vendors, and mail houses.
Data Analysis and Report Preparation
• Perform statistical analysis on survey data using SPSS, Excel, and other programs as needed.
• Serve as lead author of Schaefer Center reports.
• Serve as contributing author on Schaefer Center reports.
• Prepare graphs and tables for inclusion in reports.
• Proof read and edit final reports (text and graphics).
Survey Design and Implementation
• Design and consult on design of survey questionnaires and methodology for evaluations with survey components, including computer assisted telephone, structured interviews, mail, email, and web based survey instruments.
• Proofread and edit survey instruments including computer assisted telephone, structured
interviews, mail, email, phone, and web survey instruments.
• Program surveys in the Ci3 software and Qualtrics software.
• Program survey parameters into Ci3 WinCATI telephone survey management system
• Program surveys into Qualtrics.
• Manage data base of project(s), import/export data, set up new CATI projects, web--based surveys, and mail surveys.
Develop Policies and Procedures
• Design and adapt policies for CATI lab personnel and field interviewers.
• Create and maintain manual for CATI survey supervisors.
• Maintain and adapt telephone supervisor, interviewer, and field interviewer position descriptions.
New Business Development
• Proactively schedule and attend meetings with established and potential clients as the sole Schaefer Center representative for the purpose of developing new projects.
• Lead proposal development from pre-bid period through submission of proposal and follow-up period.
• Estimate and develop budgets for proposals.
Other Responsibilities
• Supervise and mentor Graduate Fellows, interns, and student assistants to enhance their technical knowledge, general business skills, and ability to conduct applied public policy research.
• Present project findings to clients as required.
• Provide support to the University of Baltimore, Provost, and the College of Public Affairs through project management, consulting, and service on committees.
• Represent the Schaefer Center at official functions for the University, College of Public Affairs, professional associations, and industry conferences.
• Present and explain findings of Center projects to clients, the media, and offices within the University of Baltimore.
Required Education and Experience
Education: Bachelor’s degree in Public Administration, Survey Research, Social Science, or related field.
Experience:
Requires 5-7 years of experience in research design, survey development, survey implementation, data analysis, report preparation, and managing multiple projects as evidenced by demonstrated experience programming in Ci3 and Qualtrics or similar survey software packages, using SPSS and Excel to analyze data, using Word and Excel to produce professional looking reports, etc. Demonstrated experience in converting applied research projects into journal articles; qualitative research methods, such as focus group moderation; presenting high level briefings on research findings; developing and cultivating client relationships leading to new business; converting research ideas into funded research projects; developing successful proposals for federal funding.

Requires 3-5 years of progressive leadership experience as evidenced by demonstrated experience in recruiting, hiring, training and evaluating the performance of employees, particularly telephone and field supervisors and interviewers.
Preferred Education: Master’s degree in Public Administration, Survey Research, Social Science, or related field.

Knowledge: Demonstrated knowledge in the following areas:
structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar;
arithmetic, algebra, statistics, and their applications;

business and management principles involved in resource allocation, leadership techniques, production methods, and coordination of people and resources;
electronic equipment used in telephone and field interviewing, and computer hardware and software, including SPSS, Microsoft Word, Microsoft Excel, Microsoft Access, Sawtooth Ci3, Sawtooth WinCATI, and Qualtrics survey software and programming within these programs;
quantitative and qualitative research methods and the appropriate application of each; and
opinion survey design, development, and implementation across multiple modes (telephone, in--person (CAPI), telephone (CATI), and web/online).
