The Procurement Director is responsible for the prudent and effective management of over $24M in annual procurement activity for the University, much which requires request for proposals, invitations to bid, contract negotiation and awards. This position represents the University to the Office of the Attorney General, University System of Maryland (USM) and Board of Public Works on various procurement matters. Serves as the expert in contract management and compliance for all purchasing policies, procedures and regulations promulgated by USM and the State of Maryland. Responsible institutional administrator for the purchasing and travel card programs. Prepares and submits reports to the USM, the State of Maryland and other agencies as required. Analyzes procurement trends and effectiveness, and establish broad based contracts in anticipation of needs. Manages the Property Control function for the institution, including physical inventory, tagging incoming assets, maintaining the database, reconciling the inventory database to the University’s financial records, and disposing of surplus property. Serves as the Insurance Coordinator, and point of contact for the State Treasurer’s Office for insurance related issues, not to include workers compensation claims. Leads, manages and evaluates 3 staff members, and works collaboratively with other units from across campus.
The Procurement Director is responsible for:
• Oversees all areas and functions of Procurement and Material Management.
• Establishes long-term and strategic planning objectives related to the procurement of goods and services with a goal of effectiveness and efficiency of resources.
• Develops, implements and administers strategic goals and objectives while ensuring compliance with regulations, policies and procedures. Recommends polices and procedure modifications.
• Facilitates discussion of proposed purchases with administrative and academic officers and staff ensuring appropriate University participation.
• Promotes the use of minority-, female- and disabled-owned business enterprises, Veteran owned and small businesses as suppliers of goods and services to the University.
• Cultivates long-term vendor relationships for procurement of key goods and services.
• Provides final approval of purchase requests, ensures they have the appropriate authorization and approves/prepares contracts and purchase documents.
• Reviews and evaluates the University’s Property Control unit, physical inventory records, the tagging incoming assets, management of the inventory database, reconciling the inventory database to the University’s financial records, and disposal of surplus property.
• Recommends changes and improvements to university procurement processes and systems, and oversees departmental participation in development and testing of these improvements.
Required Education and Experience:
Baccalaureate degree in Business Administration, Procurement, Finance or related field, and seven years progressively responsible in procurement and materials management , two years of which were in a supervisory capacity. Proven familiarity working with an ERP or integrated technology, including data extraction and presentation of data in a format suitable for executive decision-making is required. Strong oral and written skills and the ability to perform with a high degree of diplomacy, integrity, confidentiality and professionalism are required.
Preferred Education and Experience:
Master’s degree in Business, Accounting or Finance discipline. Certification by a national professional purchasing organization to include CPPO, C.P.M., CPSM or CPSD. Knowledge of the USM Procurement Policies and Procedures or Public procurement procedures and/or experience with procurement in a University environment.

Skills in presenting business and operational challenges with proposed solutions, to diverse audiences including leadership and vendors; and developing solutions using substantial creativity, resourcefulness, negotiation, and diplomacy. Demonstrated broad and comprehensive knowledge of business theories, concepts and practices and the ability to apply this knowledge to complex, difficult, and unprecedented situations. Demonstrated skill in complex and abstract problem solving abilities. Demonstrated ability to perform professionally employing inherent customer services strategies, exercising judgment, discretion, ethics, confidentiality and leading by example. Skill in establishing goals, structures and processes for staff that align with the institution’s long-term strategic plan and vision and short term priorities. Demonstrated leadership, coaching and teambuilding skills to strengthen and cultivate relations with the Financial Operations peers, institutional finance managers and USM colleagues.
Skills in influencing and leading others outside of reporting lines to achieve common goals and deadlines. Demonstrated ability to work collaboratively with peers and senior leadership inside UB, USM and the State of Maryland, and to discharge fiscal responsibilities. Proven applicable experience working in and extracting data from an Enterprise Resources Planning (ERP) system, business analytics or other relevant system application or software. Demonstrated understanding of procurement technologies including ERP procurement systems and current technologies.
