The Third-Party Scholarship Analyst in the Office of Financial Aid (OFA) manages the scholarship application and award process funded by third party. Third-party funds include but are not limited to the University Baltimore Foundation (UBF), USM Foundation, MD Higher Education Commission (MHEC), Dept of Defense Veterans Benefits, other non-profits and corporations providing scholarships to UB students. UB is working remotely. When campus reopens, this position will work on campus.

This role receives and reviews input and output data for accuracy, completeness, and adherence to established state, federal and institutional policies governing UBF awards, UB scholarship and grant programs, external scholarships, and other third-party payments, and Federal Title IV aid.
The Scholarship Analyst serves as the institutional liaison and lead support for UB’s Academic Works (Blackbaud) software, including regular communication to students and internal and external reporting. This software is the key repository for storing retrievable data used to provide stewardship of UBF funds including, the maintenance of data stored within.
Perform for quality assurance review by OFA leadership, the reconciliation of institutional, state, and federal funds. Ensure the compliance requirements are met; this role performs quality assurance reviews to ensure students receiving funds from external (non-federal sources) are not over awarded.
This position has a direct impact on the enrollment and persistence of students. This position requires flexible work schedule to meet the demands of the student population. Perform all duties exercising high touch customer service and with a high degree of discretion and confidentiality.
Key Responsibilities:
Manages the processes related to the receipt, awarding, communication, and reconciliation of UBF awards. This includes monthly communication within UB for expenditures, available funds, exceptions, and compliance with MOU’s associated with UBF funding. On a semiannual basis, communicate to the OFA Leadership for distribution the value of external third-party funds received on behalf of UB students.
Work with UBF, OFA, and Office of Technology Services (OTS) personnel to maintain the Academic Works system, to support timely administration and stewardship of UBF funds. Oversee the development and maintenance of data documentation in support of consistent and accurate responses to information requests. Foster the use of this system to maximize efficiencies and effectiveness of data in support of decision making. Lead actions to ensure data integrity, reporting and utilization. Maintain system procedures, testing plans and scripts. Perform and document testing. Train users on system, data dictionary, queries, and reporting.
Create and maintain standardized and ad hoc reports with data extracts from PeopleSoft and Academic Works. Merge and evaluate student or system data from multiple sources, change award amounts, maintain statistical data, and generate communications to students. Ensure students communications to UBF scholarship donors and other third-party sponsors. Receive and review enrollment scenarios to determine if an over award, return to title four calculation, post withdrawal disbursement or loss of financial aid eligibility is required.
Maintain current knowledge of Federal Title IV regulations, state rules and institutional policies pertaining to financial aid and identify ongoing improvements and automation for the financial aid process. Counsel and advise students, parents, and institutional staff on the impact of changes in enrollment, financial aid eligibility and balances due to UB.
Ability to work as needed to serve students and achieve business requirements, which includes periodic evenings and weekends.
Required Qualifications
Education: Bachelor’s degree
Experience: At least two years of professional experience in higher education, banking, accounting, business, or customer service. Experience with automated or integrated system.
Preferred Qualifications
Education: Master’s degree (or Some Master’s level course work)
Experience: Two years’ experience in a public higher education financial aid and/or student financial program. One year of PeopleSoft or other electronic financial aid management system.

A strong working knowledge of federal, state, and institutional student aid and scholarship programs. Demonstrated ability to think tactically and exercise independent judgment, discretion, ingenuity, and innovation to resolve highly visible issues. Ability to review, revise and update business procedures and services with a focus on first class customer service. Exceptional organizational and time management skills with demonstrated ability to plan, coordinate, prioritize and effective execute multiple initiatives, programs, and events simultaneously. Ability to meet established deadlines and assume responsibility for potentially controversial issues. Demonstrated ability to maintain high-quality standards of work, initiative, ethics, commitment, and professional responsibility and judgment. Ability to represent the university in a professional and conscientious manner. Demonstrated ability to use tact and diplomacy to handle a broad range of sensitive interpersonal situations with diverse constituencies and respond appropriately to conflicts and problems. Demonstrated ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere within a diverse population and with those from various cultural backgrounds. Strong verbal and written communication skills. Demonstrated customer service experience requiring a very high level of diplomacy and professionalism. Excellent computer skills and proficiency with a variety of computer applications including word-processing, spreadsheets, databases, on-line systems, and internet as well as online calendaring and email. Demonstrated ability to succeed in a fast- paced environment, working with students, parents and third party providers all while maintaining a high degree of confidentiality.
