Security Clearance/Background: Due to the nature of work, will be required to pass a drug screening test and must possess or obtain a government-issued security clearance and pass a criminal background check.
This position serves as CCTV Information Security Project Manager for the Regional and Statewide Closed-Circuit Television (CCTV) Video Sharing system within the Maryland Coordination and Analysis Center (MCAC). This position is responsible for supporting and partnering with the Senior Program Manager and Deputy Program Manager for the coordination and management of a multi-state interoperable CCTV system. The position is responsible for liaising with a working group of state, local, county, federal law enforcement and public safety organizations and other public and private 1st responders who are able and willing to share their CCTV video feeds through the video sharing system to survey and implement CCTV assets. Position is contingent upon funding.

Key Responsibilities:
Provide direction for the CCTV video sharing program for new and existing partner implementation and sustainability by collaborating with the core team in developing and implementing standard policies and procedures and maintaining those standards as they relate to each area of responsibility for the Regional and Statewide CCTV Video Sharing program.
Liaising with state, local, county, federal law enforcement and public safety organizations and other public and private 1st responders who are able and willing to share their CCTV video feeds through the video sharing system and overseeing resourcing and scheduling for the engineering and implementation of infrastructures, assets, and services.
Risk management and working with stakeholders to identify CCTV assets and planning, scheduling, and delegating end to end completion of all projects and tasks for CCTV program; monitoring all CCTV assets for compliance with federal laws.
Supervises and manages documentation and requirements for all projects, budgeting and planning for program implementation and perpetuity, coalescing resources and supervising CCTV team to ensure seamless operation and implementation of CCTV mission.
Advocates and assists with operational deliverables, oversees change control protocols and process, creates and maintains information security documentation and protocol, provides cyber security and information assurance expertise and insight for the CCTV program, and develops and maintains security process to ensure overall security posture.
Oversee the actions of contractors and customers associated with each area of responsibility and the effective management and oversight of project-specific assigned resources.
Responds to requests for CCTV system access verifying user credentials and information per the program’s CCTV ConOps agreement and providing appropriate access according to area of responsibility.
Supports the Senior Program Manager and Deputy Program Manager in interfacing with partners from government, law enforcement, fire, EMS, and private security.
Collaborates on Special Projects and performs duties as required and/or requested by the Command Staff.
Required and Preferred Qualifications
Education: Bachelor's degree required.
Experience: Three years professional experience; project management experience; working in and supporting a team environment required. Managerial experience desired; A high-level knowledge of networks and CCTV technology desired.
** Travel required; Provide support to other program staff members on-call, as needed.
Required Knowledge, Skills, and Abilities
o Excellent customer service skills;
o Comfortable speaking in front of groups including executives and stakeholders;
o Self-starter, proactive work ethic;
o Working knowledge of MS Office suite at a minimum, i.e. Word, Excel, PowerPoint;
o Versed in Cybersecurity issues, mitigations and protocols
o Knowledge of Microsoft Project is desired but not required;
o Ability to work extended hours as necessary;
o Possess managerial skills related to contractor oversight and directions;
o Project Management experience to include but not limited to: Experience in directing and overseeing multiple projects working with a team of business analysts, network architects, and engineers; Skilled in overseeing projects focused on creating and implementing solutions to share CCTV for public safety personnel;
o General understanding, with some implementation experience, related to software development methodologies such as agile, lean, and scrum.
