Security Clearance/Background: Due to the nature of work, will be required to pass a drug screening test and must possess or obtain a government-issued security clearance and pass a criminal background check.
This position serves as the Operations Manager for the Regional and Statewide Closed-Circuit Television (CCTV) Video Sharing system within the Maryland Coordination and Analysis Center (MCAC). This position is responsible for supporting and partnering with the Senior Program Manager and Deputy Program Manager for the coordination and management of a multi-state interoperable CCTV system. This position is responsible for managing operational stability and availability of the CCTV program for daily operations, notice and no-notice events, monitoring video for quality and availability, basic camera operations and troubleshooting cameras to include resolving application problems, designing and automating scripts to perform various operational tasks, and creating hardware and software requirements for application and reporting software. This position is also responsible for release management, testing and migration to production systems for all virtual environments that house the CCTV Video Sharing system across multiple data centers and the physical appliances that provide for the secure video sharing, including managing risks and expectations with stakeholders. Position is contingent upon funding.

Key Responsibilities:
CCTV video sharing program operational management- daily and notice/no-notice events, technical development, and operational stability. Provide direction by developing, implementing, and maintaining policies, procedures, and standards as they relate to existing stakeholder video sharing implementations and the networks that support the video sharing from stakeholder to the program’s data centers, and to the end user.
Supervise the engineering and implementation of infrastructures, video networks and assets, release management, testing and migration to production systems for all virtual environments, and designing, architecting, analyzing, and upkeep of virtual environments. Collaborate with the team’s Principal Solutions Architect, as needed, in the architecting of CCTV video solutions for existing and future stakeholders. Supervise the design, development, implementation, and execution of stakeholder database reporting using Knowi reporting tools.
Supervision of vendor resources related to troubleshooting notifications through their ticketing systems to ensure timely resolution. Supervise the overall monitoring of stakeholder video for quality and availability, basic camera operations and troubleshooting cameras to include resolving application problems, designing and automating scripts to perform various operational tasks, and creating hardware and software requirements for application and reporting software. Oversee the actions of contractors and customers associated with each area of responsibility and the effective management and oversight of assigned resources.
Support of and partner with the Senior Program Manager and Deputy Program Manager in the management and long-term vision of the region’s interoperable video sharing program for its existing and future public safety stakeholders.
Responds to requests for CCTV system access verifying user credentials and information per the program’s CCTV ConOps agreement and providing appropriate access according to area of responsibility.
Collaborates on Special Projects and performs duties as required and/or requested by the Command Staff.
Required and Preferred Qualifications
Education: Bachelor's degree required.
Experience: Three years of professional experience of CCTV and network technology required with stakeholder and customer interfacing skills; project management experience; and working in and supporting a team environment required. Managerial experience desired; Experience in managing technical aspects of CCTV projects from inception to completion preferred.
** Travel required; On-call periodically on weekends and evenings for notice or no-notice 1st responder events the program supports; Provide support to other program staff members on-call, as needed.
Required Knowledge, Skills and Abilities
o Excellent customer service skills;
o Comfortable speaking in front of groups including executives and stakeholders;
o Self-starter, proactive work ethic;
o Working knowledge of MS Office suite at a minimum, i.e. Word, Excel, PowerPoint;
o Knowledge of Microsoft Project and Microsoft Visio is desired but not required;
o Ability to work extended hours as necessary;
o Experience as a Product Owner is desirable;
o Possess managerial skills related to contractor oversight and directions;
o Experience in directing and overseeing the technical aspects of projects working with a team of business analysts, network architects, and engineers to maintain operational stability and expand the CCTV video sharing footprint;
o Capable in overseeing the technical aspects of projects and vendor resources focused on creating and implementing solutions to share CCTV for public safety personnel;
o Capable in directing and overseeing the maintenance and support of those existing CCTV related feeds and systems in an Operational environment including the interaction and direction of contractor provided Service Desk personnel and technicians;
o General understanding, with some implementation experience, related to software development methodologies such as agile, lean, and scrum.
