Attorney - Truancy Court Program - Full Time Contingent II (Internal Only, Grant Funded)

The Truancy Court Program (TCP) Attorney works with the TCP’s interdisciplinary team of coordinators, social workers, mentors, teachers, school administrators, and support staff. The TCP Attorney identifies, analyzes, and addresses legal issues and problems affecting TCP families. They will recommend public benefits, programs, and other resources available to TCP families. Primary responsibilities are case assessment, counseling and advising TCP participants and their families, advocating within the schools and with public agencies on behalf of TCP families, and making referrals to service providers. Duties also include conducting outreach and collaborating with other legal service providers that are in a position to help TCP families. In addition, the TCP Attorney trains, supports, and supervises TCP staff and law students (second and third year law students enrolled in Center for Families, Children and the Courts' Student Fellows Program II) to identify legal issues that are barriers to school attendance for TCP students and families.

Key Responsibilities:
Conduct assessments of TCP participants’ legal issues and problems, works with truancy cases utilizing legal expertise to provide guidance on legal and law-related issues interfering with students’ school attendance.
Coordinate access to community resources to address the needs of TCP families, foster partnerships with outside organizations, supervise law students, attend CFCC and Student Fellow meetings, comply with mandates related to confidentiality and public safety.
Required Qualifications
Education: Juris Doctorate required.
Experience: One year of experience and/or substantial expertise in education law, juvenile law, or a related area is required. Two years’ experience and/or substantial expertise in education law and familiarity with Baltimore City Public Schools policy and procedure regarding school attendance and related issues is preferred.
Required Knowledge, Skills and Abilities: Knowledge of laws, policies, rules, and regulations regarding school attendance and success; familiarity with Baltimore City Public Schools procedures for Individualized Education Programs (IEPs); ability to develop partnerships and familiarity with legal services providers in Baltimore; complex problem-solving to identify legal and law-related problems and implement solutions; critical thinking to identify the strengths and weaknesses of alternative solutions or approaches to problems; strong case management skills; and using training/instructional methods and procedures appropriate for a given situation.
