The Schaefer Center for Public Policy at The University of Baltimore College of Public Affairs is seeking a public policy research analyst with an entrepreneurial spirit and a passion for applied policy research to join our team.
The Research Analyst works independently and as part of research teams on a on a wide variety of public policy, program evaluation, and research projects for the Center’s state government, local government, and nonprofit clients. The Research Analyst conducts background research synthesizing findings from academic, government, and other sources; conducts original data collection; analyzes data using quantitative and qualitative techniques; and prepares data tables, summarizes, and visualizations for professional audiences. The Research Analyst also prepares progress reports and reports of findings for external clients.

Key Responsibilities
Desk Research
• Conducts background research on a wide variety of public policy topics by identifying, reviewing, and synthesizing existing research.
• Analyzes and synthesizes secondary data
• Maintains documentation of sources
• Prepares summary of findings for inclusion in proposals and project reports
Data Collection
• Provides support for original data collection through surveys, interviews, and focus groups
• Engages in original data collection including conducting interviews and surveys
• Supports the implementation collection projects
Data Analysis
• Edits raw data for accuracy, completeness and consistency, and detects and traces data discrepancies.
• Conducts quantitative and qualitative analysis of original data
• Prepares summary data tables tables and visualizations
• Prepares written summaries of findings
Project Support
• Maintains project management calendar
• Prepares progress reports and project updates
• Coordinates work efforts with clients, Schaefer Center staff, and research subjects.
Report Preparation
• Verifies information presented in reports
• Prepares supporting or illustrative material such as charts, tables and graphs.
• Writes professional reports of findings for non-academic audiences
Required Education: Bachelor's degree in public administration, public policy, social science, or related discipline.
Preferred Education: Master's degree in public administration, public policy, social science, or related discipline.
Required Experience: Two years of related experience. Requires advanced proficiency in Excel, Word, PowerPoint and SPSS or similar statistical software.
Preferred Experience: Prior policy analysis, legislative analysis, or public sector research experience.
Required Knowledge, Skills and Abilities
• Knowledge of statistics or research methods
• Proficiency in statistical interpretation and data analysis using statistical software (e.g., SPSS)
• Proficiency with word processing, spreadsheet and database management software applications (e.g., Microsoft Excel, Access).
• Strong analytical and problem-solving skills.
• Excellent communication skills, both written and verbal communication,
• Ability to write concisely for a professional audience
